Research On Zhenji Association Of Shaanxi Province(1939-1945)

In the early days of the War of Resistance Against Japanese Aggression,the Chinese army was in trouble,and the eastern territories continued to fall.The people in the enemy-occupied areas fled to the rear area in the west to escape the war and became refugees.The large number of refugees has converged into a tide,making the Nanjing National Government tired of coping.To this end,the Nanjing National Government has established a Relief Committee,which is specifically responsible for relief for refugees in exile.During the War of Resistance Against Japan,provinces such as Henan suffered severe damage from the war and produced a large number of refugees.Shaanxi Province is far away from the war and erosion,and is one of the major provinces to undertake the Western Movement of Refugees.To facilitate the relief and management of refugees entering Shaanxi Province,Shaanxi Province has imitated the Central Zhencai Association and established the Shaanxi Province Zhencai Association.The Shaanxi Provincial Economic Association will resettle refugees in Shaanxi by entering shelters,opening handicrafts,setting up refugee factories,and entering reclamation areas.At the same time,natural disasters occurred frequently in the Anti-Japanese War period in Shaanxi Province.The Shaanxi Provincial Economic Association maintained the stability of the affected areas by allocating funds to the affected areas,implementing emergency measures,replacing labor with work,and handling peace.Shaanxi Provincial Zhenji Society's work mainly consists of three processes.1939 was the start-up period of the organization.During this period,the organization's framework was primarily established by merging old relief agencies,formulating rules,selecting cadres and staff,and issuing office funds.from 1939 to August 1945 During this period,the organization provided relief and resettlement to refugees entering Shaanxi,and assisted people affected by the famine and Japanese air strikes in Shaanxi Province.August to December 1945 was a transitional period when the organization was withdrawn.Work was gradually transferred to other departments such as the Social Affairs Department of Shaanxi Province,and personnel were disrupted or demobilized.In general,the Shaanxi Provincial Zhenji Association not only has the common characteristics of being a branch of the Zhenji Committee of the National Refugee Relief Agency,but also has the characteristics of being affected by the unique provincial conditions of Shaanxi Province.The work of the Shaanxi Provincial Economic Commission has had a positive impact on promoting the stability of the situation in Shaanxi Province during the War of Resistance Against Japan.However,due to the chaotic situation,insufficient national strength,and inadequate systems,the work of the Shaanxi Provincial Economic Commission is also effective Inadequacy.The study of the Shaanxi Provincial Zhenji Society's merits and demerits is still of significance to our relief cause today.
