Yuan Shikai was a man of the moment on the stage of Chinese history at the end of Qing Dynasty and the beginning of Republic of China,which had an important influence on the development of modern china.This influence is embodied in political,economic,military,legal,diplomatic,educational and other aspects.At present,there are many studies on yuan shikai's education in the academic circle,but most of them focus on the educational activities during his tenure,and his own educational thought,the interaction between policies and the systematic evolution process still need to be studied systematically.Objectively speaking,Yuan Shikai's educational thoughts is gradually formed along with the proposal of some educational ideas and the implementation of educational measures,which is generally based on the change of his official position as a direct clue.This paper will combine the social environment,the policies of the upper class,the staff groups and other factors at that time,mainly combing Yuan Shikai's educational ideas and practical measures in different official positions,studying his interaction with all parties in the process of educational reform,decision-making process,in order to analyze his educational thought,and reveal his personality in education,so as to achieve a more comprehensive analysis.In his early years,Yuan Shikai wanted to be an official in the imperial examinations.After the failure of the imperial examinations,he abandoned the literature and followed the martial arts,and stepped into the officialdom by virtue of his political wisdom and military attainments.In terms of official positions,he successively served as Minister of negotiation and trade affairs of the prime minister stationed in North Korea,military training officer of Tianjin station,governor of Shandong Province,governor of Zhili and Minister of Beiyang,Minister of military aircraft and Minister of foreign affairs,President of the Republic of China,etc.Because of the difference of his official position,his ideas on education are different from before and after his practice.When he was stationed in North Korea,he set up a Korean School in Seoul to train Korean translators for his diplomatic needs.During the training,he set up a military academy to train military generals.After assuming the position of governor of Shandong Province,he advocated the reform of the imperial examination system,thecultivation of local officials,and the establishment of Shandong University hall.When he was governor of Zhili,he actively sent overseas students,carried out police education,built the modern education administration mechanism and modern school system of Zhili,and attached great importance to women's education.During the period of the President of the Republic of China,as the highest authority,he successively promulgated educational laws and regulations reflecting his will,put forward some educational ideas,such as compulsory education and education for all,emphasized the special use of educational funds,vigorously carried out social education to enlighten the people's wisdom,and carried out the Confucius reading movement to integrate the old paradigm of domestic political imbalances.In the research,it is found that with the continuous rise of the official position,Yuan Shikai's education has become more and more extensive,which has broken through the single restriction,and his education thought are becoming more and more mature.In general,cultivating professional talents with modern knowledge and skills has become the focus of his educational thought.Through his educational ideas and practices,we can conclude his personal characteristics in education,which are respectively "pursuing","inheriting","rejecting","innovating and initiating".In the late Qing Dynasty and early Republic of China,Yuan Shikai's educational reform greatly promoted the modernization of Chinese education.Its outstanding performance is in military education modernization,school education modernization,police education modernization and so on.While education is developing and progressing,it also indirectly promotes the development of economy and social progress.Of course,limited by the time and other factors,Yuan Shikai's educational reform also has certain limitations,such as the local government's failure to implement laws and regulations,the shortage of financial resources,and the shortage of teachers,which were all obstacles.
