Intangible cultural heritage is the manifestation and cultural space of various traditional cultures which are closely related to the life of people and inherited by all ethnic groups from generation to generation.Moreover,it is also an important part of Chinese excellent traditional culture,and has rich historical value,economic value,cultural value and educational value,etc.If we inherit and develop the intangible cultural heritage well,it is not only the inevitable requirement of promoting the construction of a civilized and harmonious society and building a socialist cultural power,but also the internal demand of strengthening the national cultural soft power and promoting the sustainable development of human society.But the acceleration of globalization and modernization has brought great challenges to the inheritance and development of intangible cultural heritage,making the task of intangible cultural heritage protection more arduous.In addition,the large number,wide distribution and wide content of intangible cultural heritage in China make the government as a single force unable to cope with the new situation,new challenges and new requirements of the protection work.In the Opinions of the General Office of the State Council on Strengthening the Protection of Intangible Cultural Heritage in China,the principle of "government leading and social participation" is clearly put forward,and the importance of social participation in the protection of intangible cultural heritage is emphasized.Therefore,for the protection of intangible cultural heritage,it is necessary to realize the transformation of the protection force from single to multiple as soon as possible,actively play the role of the government,society,market,inheritors and other multiple subjects,and form a joint force to promote the inheritance and development of intangible cultural heritage.In this paper,taking Yongjia County as the research object,based on the perspective of multiple co-governance,taking the theory of multi center governance and new public management as the theoretical basis,using literature research,case study,participatory observation,Interview,Analysis and other methods,it tries to explore the protection path of multi-subject participation,and strive to optimize the protection strategy of intangible cultural heritage in Yongjia County.It is mainly divided into four parts.First of all,It expounds related concepts,discusses the necessity and feasibility of multiple co-governance for the protection of intangiblecultural heritage,analyzes the composition and functions of multiple co-governance subjects for the protection of intangible cultural heritage,and proposes a multi-co-governance model of government-led intangible cultural heritage protection.Secondly,this paper deeply analyzes the status quo of the intangible cultural heritage inheritance and development in Yongjia County,and the current intangible cultural heritage inheritance and development in Yongjia County is facing the dilemma of unbalanced project development and aging of the inheritance team structure.The Yongjia County government department also actively performs the functions of the government and makes social organizations,enterprises,individuals and other multiple subjects participate by means of purchasing services,base construction,social adoption,Government-enterprise cooperation,etc,thus achieving certain protection results.Thirdly,this paper combs the problems existing in the current participation of multiple subjects in the protection of intangible cultural heritage in Yongjia County,and analyzes the reasons such as the insufficient self construction of multiple subjects,the unimpeded participation path,the imperfect participation guarantee mechanism,the imperfect participation awareness training mechanism,and the absence of participation supervision mechanism.Finally,from the four levels of government,society,market and inheritors,the optimization strategy of multiple co-governance of intangible cultural heritage protection in Yongjia County is put forward.
