In modern times,with the convenient location,Tianjin was in a leading position in the city construction and economic development.In 1928,the situation became relatively stable at home and abroad,the reign of the Northern Warlords in Tianjin ended,the scales of cities have been expanding,the economy was developed rapidly,the number of factories and enterprises increased,the industry and commerce were stronger,therefore,Tianjin was highly valued by the national government of Nanjing and became one of the cities directly under the central government.When Tianjin was established as a special city in 1928,Tianjin Social Bureau was set up immediately,from the establishment of Tianjin Social Bureau to the Japanese occupation of Tianjin,it has been responsible for all social undertakings in Tianjin.As an innovative institution,the organizational structure of Tianjin Social Bureau gradually refined during this period,various departments performed its own functions and worked together,the personnel management became more and more standardized and specialized.To make sure various social problems in Tianjin as quickly as possible,Tianjin Social Bureau obtained good results by developing the social investigation.Furthermore,Tianjin Social Bureau was in charge of industry and commerce,the labor administration,the social moral,the public charity and so on,and had made important contributions to the development of industry and commerce,the improvement of the treatment of workers,the improvement of the livelihood of the poor,the relief of the victims and the improvement of social customs,the implementation of these measures played an important role in maintaining the social stability.However,due to the organizational structure was unstable and the lack of funds,the initiative to carry out work shown insufficient,these problems also limited the functions of Tianjin Social Bureau.
