A Historical Analysis Of The Government-dependent Relationship And Its Contemporary Enlightenment

The Government-Dependent relationship is a kind of abnormal relationship formed by the deformity development of power and capital,it is embodied as the "control" of the government to the business and the "dependent" of the business to the government.It has long existed in the history of our country,and once developed into the mainstream of the relationship between the government and the business in the Ming and Qing Dynasties.Due to the influence of specific historical factors in our country,the government-dependent relationship evolved from the ancient society still exists in contemporary society of our country,and causes corruption problems such as the abuse of authority,power rent-seeking,benefit transmission and so on.It has seriously restricted the high quality development of the economy.This paper selects the history of the prosperity and decline of Huizhou merchants in Ming and Qing dynasties as the research object,and analyzes the evolution path of the government-dependent relationship with the political and economic system in the later Royal Bureaucratic Autocratic Society of our country.The main purpose is explore the solution to the proper government-dependent relationship,and to provide a theoretical basis for the construction of a new type of political and commercial relationship in China under the complex and changeable world economic situation.It is found that Huizhou merchants,as a powerful business group in the later Ancient society,formed a typical government-dependent relationship with the Royal Bureaucratic Class.The process of prosperity and decline also tends to be consistent with the process of the prosperity and decline of dynasties in the later Ancient society.In this paper,it is considered that there are two direct reasons for the formation of government-dependent relationship: first,the times when Huizhou merchants lived in is Ming and Qing dynasties that the autocracy gradually reached the peak,which aggravated the asymmetry of power structure between government and commerce,and Huizhou businessmen were "forced" to attach to Royal power;Second,there is a broad rent-seeking space in the process of promoting the redistribution of social capital by the ruling class.The huge interest temptation drives Huizhou merchants to take the initiative to rely on imperial power,concluderelations,and become the "agent" Royal Bureaucratic Class to distribution the social capital.According to the resource dependence theory,"the most important survival goal of an organization is to find ways to reduce its dependence on external key resource supply organizations and to find a way to influence these supply organizations,So that key resources can be grasped stably of the method ".Based on this,we believe that during the Ming and Qing dynasties,the key resources for businessmen to become rich were firmly in the hands of the royal bureaucratic class.In order to reduce their dependence on monopoly resources,Huizhou merchants took the initiative to rely on imperial power through bribery temptation and other means to jointly seize social wealth.In this process,the dependence of Huizhou merchants on imperial bureaucracy and imperial bureaucracy on Huizhou merchants "counteracted" to a certain extent,narrowed the "status difference" between government and commerce,and formed a kind of "control-dependent" relationship,that is "government-dependent relationship".Obviously,this kind of government and business relationship was abnormal,which produced serious negative externalities.From the two aspects of "government" and "merchant" :as far as "government" is concerned,the feudal ruling class under the system of "control-dependence" tried its best to suppress the germination of domestic capitalism and adopt the policy of locking up the country to restrict the exchange of capital at home and abroad.It makes our country gradually decline in the tide of the great development of the world economy.As far as "merchant" is concerned,Huizhou merchants have obtained monopoly privileges by relying on imperial power,which has formed "Century prosperity",but behind the "prosperity",it is a serious negative externality to be a critical factor that caused Huizhou merchants from prosperity to decline.they declined quickly as a result of the loss of their ability to operate.Based on the above analysis,this paper argues that the construction of a new type of political and business relationship should be based on history,focusing on strengthening the governance of contemporary government-dependent relationship.Relevant Government Departments should face up to the fact that the attached relationship exists objectively in the contemporary society,understand the harm,and guard against the emergence,and alert the development of the abnormal relationship between government and business.At the same time,we should constantly strengthen the system of construction,perfect the power structure,strengthen the checks and balances and constraints of power,let the power and capital run in the sun,and speed up the construction of a new type of political and commercial relationship that is healthy,clean,open and transparent.
