The Research On The Thoughts Of Controlling Economy By Xu Qingfu

Xu Qingfu was the one of gentries in Jiangsu and Zhejang areas during the Republic of China.He held many important offices in Zhejiang Province,as well as acted a manager.He has rich compositions in economy to show his unique and plentiful thoughts with sharp characteristics in his era,such as the research on saving the nation through economic revolution,the research on price,and the research on foods.But there has a little concern about him around academia.This paper mainly discusses the thoughts of controlling economy,which is the part of his whole economic ideas,combined his life experience and works,with the aim of achievements and value to promote the research on the history about economy and thinking during the Republic of China.The paper consists of four parts:The first part involves introduction and life experience of Xu Qingfu,referred to his family,travelling in his early life and achievements in politics.To make sure his early experience has important influence to form his thoughts by studying historical materials and verifying his family.The second part is the central theory in his thoughts,including publicly owned land,capital managed by government,business capital engaged in a joint venture,and external trade controlled by nation.The mainly thoughts is controlling economy during 1930s-1940 s.Compared with other economists in the same period,Xu Qingfu's thoughts had its own special.The feature of his thoughts is that China's development in economy nondependent under the oppression and plunder of imperialism and capitalism.He tried his best to find a road to strengthen china's economy and regarded the two difficulties as the prerequisite of studying Chinese economic issue to break away.Famous economists,such as Ma Yinchu,didn't have these features.The third part is about the research on controlling thoughts of currency and finance.The paper mainly introduces the theory on grain standard,the analyze on goods and bond and the controlling ideas of currency and bank,partly presents the transform of money standard,as well as his politic practice while he held offices in Zhejiang province.It showed that his economic thoughts took effect in practice so as to promote development in society and economy.The fourth part is to make an overall evaluate on the thoughts of controlling economy,Xu Qingfu,as an economist and also a statesman,had an influence on economic policy of national government through his special status.It was still worth affirming and praising for some thoughts,speeches,opinions and propositions today in his ideology.For example,some measures,such as income tax and inheritance tax,were the embodiment of fair principles in the science of finance and recreated the tax system to advance the world's economy.He pursued the policy of “perpetual ploughing” to solve an unfair distribution in land issue through common debts to buy lands,promoted the development and revival for various agriculture institutes advance finance in rural,built a strong-power central bank in China with head-office and branch and advanced the dual currency to regulate the capital,develop the production and so on.These thoughts would provide historical lessons obviously for the revolution in economic system and finance,or economic policy in China today.
