The joint construction of the Belt and Road should promote the advancement of culture and give play to the fundamental,pioneering and extensive role of culture.Intercultural communication expresses a variety of inclusive values.If China wants to maintain emotional bonds and build deep friendships with the people of the countries along the Belt and Road,it must use intercultural exchanges as its starting point and attract the countries along the route to actively participate in the joint construction of the Belt and Road with the charm of cultural integration.After the Belt and Road Initiative was proposed,a series of important documents have been issued successively such as "Vision and Actions on Jointly Building Silk Road Economic Belt and 21st-Century Maritime Silk Road","Ministry of Culture's Action Plan on Belt and Road Culture Development(2016-2020)","Vision for Maritime Cooperation under the Belt and Road Initiative" and "Action Plan on Belt and Road Standard Connectivity(2018-2020)",which have designed a timetable and roadmap for the Belt and Road intercultural communication.However,at present,the Belt and Road intercultural communication has not yet been fully developed.As Xi Jinping said: "At present,we are working hard on economic cooperation,and the leg of culture is generally not strong enough." There is much room for improvement in academic research on the Belt and Road intercultural communication,whether it is theoretical research or practical research.Therefore,Chinese scholars should carry out researches,suggestions and strategies on the important issues of intercultural communication focusing on the Belt and Road Initiative.This paper comprehensively and systematically conducts intercultural communication under the Belt and Road Initiative using the literature research method,interdisciplinary research method,and qualitative research method from the basic concepts,theoretical basis,current situation investigation and path prospects.The study embodies the deep integration of the Belt and Road and intercultural communication,and clarifies the relevant concepts,theoretical basis,practical achievements,operational characteristics and existing problems of the Belt and Road intercultural communication.On this basis,the road outlook of the Belt and Road intercultural communication was put forward in a targeted manner,so as to propose a more comprehensive and scientific solution to the problem of the Belt and Road intercultural communication under the new situation.This article is divided into four parts:The first part,introduction.This part expounds and summarizes the topic selection background,research significance,and research status at home and abroad.On this basis,the basic ideas and methods,framework and innovation of the research in this paper are explained.The second part discusses the basic concepts and theoretical basis of intercultural communication under the Belt and Road Initiative.First of all,define the concepts of "One Belt,One Road" and intercultural communication,and on this basis,expound the relationship between the two.Secondly,it points out the theoretical basis of the Belt and Road intercultural communication,taking Marxist cultural communication as the fundamental theoretical basis,Chinese Marxist cultural communication as the direct theoretical basis,and Silk Road culture in Chinese traditional culture as the important theory Resources.The third part is the practical investigation of intercultural communication under the Belt and Road Initiative.First,it summarizes the practical achievements of the Belt and Road intercultural communication,including the basic construction of cultural communication platform,the full construction of cultural brand building,the comprehensive expansion of the cultural exchange field and the steady and rapid development of cultural trade.Secondly,it points out that the Belt and Road intercultural communication has the operational characteristics of China's first launch,participation of all parties,official dominance,and non-governmental subjects.And it has the operating characteristics of combining points with planes and points,adapting to local conditions and adapting to time.Finally,it analyzes that there are four outstanding problems in the Belt and Road intercultural communication,including conservative attitude of cultural exchange in some countries and regions,low degree of close cooperation between some entities and countries along the route,imperfect communication and cooperation in culture and incomplete cultural "going out" development and management mechanism.The fourth part is about the prospect of the intercultural communication under the Belt and Road Initiative.Firstly,we should grasp the objective law of cultural development with initiative,diversity,commonality,openness and dynamism.Secondly,the participation of the government,enterprises,academia,think tanks,social organizations,and the public should be increased.Thirdly,cultural communication and cooperation in different fields should be strengthened.Finally,intercultural communication and cooperation mechanisms should be improved,including high-level consultation mechanisms,cultural sharing mechanisms,cultural communication mechanisms,talent guarantee mechanisms,and conflict coordination mechanisms.This article has conducted a more systematic study on the Chinese route of the Belt and Road intercultural communication,and has made some innovations in academic views.Primarily,this article proposes that the theoretical basis of the Belt and Road intercultural communication should be guided by Marxism.And then,although the current academic studies on the practical achievements of the Belt and Road intercultural communication problems are relatively rich,there are few researches on the characteristics and laws,and the summary of the running characteristics of the Belt and Road intercultural communication is the highlight of this article.Again,although the current academic researches on the problems of the Belt and Road intercultural communication have been relatively fruitful,most conclusions are not deep enough.This article analyzes the problems existing in intercultural communication under the Belt and Road Initiative in a more in-depth way.Lastly,the paths of intercultural communication in the Belt and Road are proposed for the existing problems and have a strong pertinence.
