Besides, it is also an important task of the cultivation of socialist core values and acceleration the construction of Beautiful Anhui. Since2005, the Provincial Committee and the government of Anhui have continued to increase financial input, promulgated a series of cultural Huimin policies and deeply promoted the construction of rural and community public cultural service system, which has already achieved remarkable results. Now the network of the province’s public cultural service has initially formed and the cultural Huimin project has made significant achievements. What’s more, the cultural life of people has become more and more rich and colorful, and the core values of socialism gradually have been deeply rooted in the hearts of the people. But with the development of times and the cultural needs of the people, and the unbalanced public cultural construction between regions, between urban and rural areas, in some places the welfare level of public cultural service is low and the construction of equalization, standardization is still at the exploratory stage, so the convenience is difficult to achieve. This article does a comprehensive survey of the present situation of the construction of rural and community cultural service system in Shushan Distract, Hefei, Anhui Province, which draws a conclusion that the distract pays more attention to the construction of public cultural service system. They invest large manpower and material resources, strengthen the cultivation of the socialist core values, speed up the integrated construction of urban and rural public cultural facilities, integrate public cultural resources, vigorously implement the cultural Huimin project, widely hold people’s cultural activities and strongly promote the rapid development of cultural industry. Finally, the network of public cultural service basically forms. A series of measures make the construction of public cultural service system get great achievements, make socialist core values win people’s support, make the public cultural facilities constantly improve, make mass cultural activities blossom everywhere, make high quality art emerge in an endless stream, make traditional culture be protected effectively and make the cultural industry meet the basic needs of the masses culture. But there are still some problems of the construction of public cultural service system in this distract:cultural service system is not optimized; the rural public cultural facilities is still relatively weak; mass cultural activities need down to earth; cultural services is still relatively old; the mechanism of cultural facilities is not perfect; the construction of equalization, standardization has not yet in full swing. According to the in-depth analysis of the problems existing in Shushan District and the advanced experience of the public culture construction in other parts of our country, the article gives some advice on the future construction of the basic public cultural service system in Anhui Province, especially for rural and community public cultural service system:improving the leaders’ understanding at all levels; perfecting the mechanism and system; updating the input mechanism; strengthening the opening and management of human resources. These suggestions are just for reference when all levels of our government carry out the construction of public cultural service system.
