With the continuous deepening of cultural product production and trade globalization,the cross-border production and exchange of cultural products is getting closer,but at present,China's cultural products are still in a relatively low position in the cultural product value chain.In recent years,China has attached importance to building a regional value chain to promote international production capacity cooperation,thereby realizing the "double embedding" of the value chain.The "Belt and Road" initiative is one of the attempts.The development of the cultural industry plays a unique role in a country's comprehensive strength and is an important part of the country's cultural soft power.Under this background,it is of great theoretical and practical significance to study how China and the countries along the “Belt and Road” cultural products are based on regional value chains to achieve the rise of global value chains.This article takes 30 countries along the “Belt and Road” cultural products as the research object,calculates the technical complexity of cultural product exports to reflect the status of the global value chain division of labor,and finds that the status of the division of cultural products in all countries has achieved a rise,but is subject to the overall lower The level of technology is still in the "low-end" chain in the international division of labor.At the same time,this article starts from the cost model,studies the main factors affecting the division of labor in the value chain of cultural products through static fixed panels and dynamic GMM empirical models,and finds that the level of vertical specialization is negatively related to the division of labor,and the quality of the system promotes the division of labor.The interactive item with vertical specialization has a positive correlation with the division of labor status,that is,the complementarity of system quality and vertical specialization is beneficial to the improvement of the value chain division of labor status.In order to further judge the influence of heterogeneity factors,this paper divides the sample country type according to the national income level,divides the cultural product subdivision industry type according to the factor density,and finds that there is heterogeneity in the conclusion.In order to further consider the impact of the “Belt and Road” initiative on the division of labor status of cultural products in sample countries,a time-phase analysis was conducted and it was found that after the “Belt and Road” initiative was proposed,the negative effect of vertical specialization on the division of labor status decreased,and the quality of the system and its The vertical specialization of interactive items has a positive impact on the value chain division of labor status,which shows that the “Belt and Road” initiative is driving the transformation of the cultural industries participating in the international division of labor along the route,which is conducive to improving the “locking effect”.Finally,in terms of how to achieve the rise of the value chain of cultural products,this article gives three policy recommendations: First,countries need to constantly improve the quality of the system when they further integrate into the international division of labor within the cultural industry products,and follow the “Belt and Road” initiative to participate in the region.The construction of the value chain will better participate in the international division of labor.Secondly,all countries should pay attention to the accumulation of human capital,improve the quality of labor force,and at the same time strengthen the ability of independent innovation,improve the technical level,and improve the cultural industry structure.
