In recent years, China’s cultural industry is developing rapidly and cultural industry chainconstantly improves. Nevertheless, on the whole, the production of China’s cultural industry chainis still low-skill, low-value-added. Its specific performance is short chain, single structure andnarrow radiating, which seriously hinders the transforming and upgrading of China’s culturalindustry. Therefore, the paper takes China’s cultural industry chain upgrading as the researchobject and the target has a certain practical significance. Starting from the evolution path andmanifestations of China’s cultural industry chain, this paper analyzes the current developmentsituation and upgrading plight of China’s cultural industry chain; explores the external conditionsand internal dynamics of the chai’ns upgrading; finds out the basic motive force that promotesChina’s cultural industry chain upgrading. On this basis, the author further builds the upgradingpath of China’s cultural industry chain.Through research, the author is on the opinion that policysupports, market demands and technology advances provide China’s cultural industry chain with agood ecological environment. Besides, the internal force such as endogenous strength of theresources, cultural cohesion and the vitality of knowledge provide strength support for it. Creativecontent is the most important part of content production, is "the source in the source" of the entirecultural industry chain. On one hand, creative content provides a wealth of resources for thedevelopment of cultural industry; on the other hand, creative content as a link can be gatheringdispersed cultural resources together to form a more powerful force and create powerfulknowledge-effectiveness and wealth value. The creative content is bound to be the fundamentaldriving force and the inevitable choice to promote the upgrading of the Chinese cultural industrychain because of its natural attributes and endowment characteristics. Promoting the upgrading ofthe cultural industry chain and achieving the sustainable development of the cultural industry, weshould start from the development of content creative, which is the source of the cultural industrychain. On one hand, actively create content creative atmosphere, train creative content talent, andincrease funding of creative content; on the other hand, quickly build up creative contentprotection system, improve the institutional environment and property rights protection of creativecontent so as to promote the rationalization of the supply chain, the high gradation of knowledgechain and the extension of value chain. The rationalization path of cultural industry supply chainis manifested as relying on creative content improve product quality to achieve marketing dockingand combine core strength to form industrial clusters. The high gradation path of cultural industryknowledge chain is presented as relying on creative content gather knowledge alliance to promotethe sharing of knowledge and drive technological progress to promote independent innovation. The extension path of cultural industry value chain is shown as relying on creative content toincrease value-creating body, expanding profit mode and to develop derivative products,increasing industrial added value. Under synergistic action of the three chains, the operation modeof China’s cultural industry chain will transform from the level of low-skilled, low-value-added tothe level of high-tech, high value-added so as to promote the healthy and rapid development ofChina’s cultural industry.
