In the cross-cultural communication, without understanding the conversational implicature, foreign students are often not able to understand conversations regardless of their mastering amount of vocabulary and grammar. In this study, based on New Grice Three Principles, typical cases of Chinese conversational implicature are selected to investigate the understanding and expression abilities of conversational implicature of intermediate-level Chinese learners with Chinese or non-Chinese cultural background. The test demonstrates that cultural backgrounds make a significant difference in their understanding of Chinese conversational implicature. In detail, for all intermediate Chinese learners,in term of understanding, the ranks of deriving conversational meaning abilities from easy to difficult are information principle, method principle, and quantity principle;in term of expression, the ranks from easy to difficult are quantity principle, information principle, and mode principle.Besides, the understanding and expression abilities of Chinese conversational implicature of intermediate Chinese learners in the Chinese cultural circle are higher than those in the non-Chinese cultural circle. These results show that the Chinese cultural background has a positive effect on the understanding ability of Chinese conversational implicature. This research can be used to improve the understanding and expression abilities of conversational implicature of Chinese learners in Chinese language education.
