Application of the Internet technology in taxi industry make things different.On the one hand,it provides convenience for people when they need a taxi,on the other hand,it set off a debate about the reform in this field.Traditional taxi management mode has been widely questioned,but some local governments and taxi companies take no actions.These conflicts caused the academic thinking,also caused the author's research interests.Through this research,1 want to find the disadvantages of the existing management mode,and summarize the necessity of reform.Combined with my professional knowledge,I try to use the government governance theory and the functions of the government theory.to analyze the question,and to discuss the requirements of the government's role in the reform.After a research,I found that the reality is very complex.In the development process of the taxi industry,government palyed a wrong role.The local governments mainly take the franchise system to manage taxi market.The initial intention is to avoid disorderly competition,standardize the industry management,make the market operate orderly and ensure the quality of service.But unfortunately,most cities in our country,the taxi's legitimate rights monopolized by some taxi companies,in fact,the market competition is largely suppressed,and the market environment is more and more distortion.Under the configuration of monopoly power,the taxi franchise are becoming increasingly scarce.And a series of problems appeared in taxi industry.At the same time,some taxi companies became the winner because they got the"absolute returns".Both the passengers and the taxi driver is reduced to"slaughter the lamb".The taxi companies use them to avoid market risk,pass on cost pressures and increase operating income.With the development of information technology and Internet technology,More and more people use app in their mobile to call a taxi.They can get the service in a short time.And then a new kind of taxi which can provide higher quality service appeared.The presence of the car break the original pattern of interests,and triggered a debate about a new round of reform in the field of taxi market.Local governments' attitudes toward this new thing reflect the thinking mode of current government in public management.The taxi industry reform cannot be completely controlled by the market.Local government is one of the important factors.Especially in the current the government management system reform has entered a crucial period.Improving the construction of public service system and modernization of the governance ability,seeking the transformation of government functions,making the market play the decisive role in the allocation of resources...All of these provide good direction in the process of reform.Along with rapid development of reform and opening up,Qingdao,a eastern coastal city,there also has a lot of ills in the taxi industry.High speed of economic development lead to the problem unable to solve in time,the government management ability to ascend.As an international famous tourist city,there are some particularity in the development of the industry.This paper introduce the development of taxi industry,and analyze the causes of all sorts of chaos on the basis of my research,then try to give some corresponding policy suggestions in how the government works.
