Government Governance Of Illegal Operation Of Taxi Passenger Transport In R City, Shandong Province

With the development of our society and the improvement of people's living standard,the quantity and quality of people's travel demand is also increasing.The corresponding shortage of public transportation has caused the inconvenience of people's travel."Taxi difficulty" once became a hot topic in society.It is in this context that illegal operation of taxi passenger transportation has become more active than before.Petitions and other acts disrupt social order.In the face of such chaos,the government departments mainly rely on the traffic law enforcement departments to investigate and punish the illegal operation of taxi passenger transportation.This kind of governance has a certain deterrent effect.ln the long run,it is only a kind of solution to the problem.And there are many problems such as high cost of law enforcement,difficulty of law enforcement,and easy to intensify social contradictions.Therefore,how to deal with the problem of illegal operation of passenger transportation has become one of the important problems that our government urgently needs to solve.This paper takes R city of Shandong Province as an example,using the methods of investigation and case analysis,combined with the governance theory and regulation theory,to study and analyze the illegal operation of passenger transportation in R city of Shandong Province.Firstly,it defines the concepts of taxi passenger transportation and illegal operation of taxi passenger transportation,and expounds and analyzes the governance theory and regulation theory as the research theory.Secondly,it introduces the current situation of rental passenger market and illegal operation of rental passenger in R City,Shandong Province,and the measures taken by R city government.This paper analyzes the difficulties in the management of illegal operation of taxi passenger transportation,such as difficult to obtain evidence,difficult to punish,repeated prohibition,and not recognized by the masses.Through further analysis of these dilemmas,we can see that the main causes of governance dilemmas are:imperfect laws and regulations,unreasonable setting of taxi passenger market access system,lack of governance capacity,imbalance between supply and demand of taxi passenger market,weak traffic law enforcement force,and insufficient publicity.Finally,according to these reasons,the corresponding solutions are put forward one by one.The problem of illegal operation of taxi passenger transportation exists in most cities of our country,also the causes and problems in governance are basically similar.Therefore,the study of this paper has a certain reference for other cities to solve the problem of illegal operation of taxi passenger transportation.
