In this paper, criteria for promotion and advancement of our institutions, the sense of promotion fairness, as well as the relationship between the two are the main study targets. The purpose is to explore the dominated promotion standards which affect promotion activities of China's institutions; the sense of promotion fairness of institution's staff, as well as the extent of the impact to the promotion fairness that caused by the existing promotion standards. We put forward the basic assumptions based on a large of research of related articles which about organization fairness and promotion. Our research is mainly carried out in the form of a questionnaire survey which the objects including hospitals, schools, scientific research institutes and institutions, and nearly 2000 employees were involved in the survey. In this paper, we applied kinds of method to analyze the data, such as Delphi method, SPSS statistical analysis and other scientific analysis and empirical research methods. Through the quantitative analysis methods such as correlation analysis, regression analysis and variance analysis and other means, we are more precise to find the results of the study. Research to draw some conclusions are as follows: in the promotion activities of our institutions, the capacity & efficiency standards dominant, followed by political standards, the final is the moral standards; in our institutions, the sense of promotion fairness of workers is in the degree of upper-middle , trickery standard is one of the important reasons to reduce the sense promotion fairness; moral standards is least used in the promotion process, but if could enhance the application of moral standards in the promotion activities, it will greatly increase employees' sense of promotion fairness.
