Under the background of all-round and strict administration of the party,the functions and responsibilities of the organs and institutions are gradually increasing,the business scope is further expanding,and the requirements for the quality and efficiency of daily work are increasingly strict.However,with the deepening of institutional reform,the central government is more and more strict in the management of organizational structure.The limited number of "staff in the process" has been unable to complete the gradually increasing management services and social affairs,especially in the grass-roots units,the lack of staff has become a common problem.In order to perform their functions normally,government agencies and institutions have to employ a large number of "non staff" to fill the vacancy,so as to help the government use public power,safeguard public interests,solve public problems,and provide public services or products.There are complex political,economic and social environmental factors behind the emergence of "non staff" in government institutions,but the fact that their expenditure cannot be separated from the financial expenditure makes them unable to get rid of the essence of financial support personnel.At the same time,the current "non staff" team is still unstable,especially the large number of grass-roots units,lack of effective management mechanism for "non staff",no unified management methods,and generally low treatment,resulting in a large number of "non staff" work inaction,low efficiency,resulting in reducing the efficiency of the government,increasing the financial burden,and damaging the image of the government A series of adverse effects are not conducive to the healthy development of institutions.It has become an important task for Party committees,governments,institutions and human resources departments to strengthen management and solve the problem of "non staff".Through literature research,social investigation and case analysis,this paper selects the situation of "non staff" in Jiangyan District of Taizhou City in 2018 as the research object,and makes an in-depth analysis of the current situation of "non staff" in Jiangyan district,This paper discusses the political,economic and social factors that lead to the expansion of "non staff" in Jiangyan district.This paper makes statistics and Analysis on the distribution,employment mode and salary level of "non staff" in Jiangyan District of Taizhou City,and investigates and studies the problems and disadvantages in the management of "non staff" at present.At the same time,all kinds of documents and research results about "non staff" were collected and sorted out systematically.Based on the actual situation of Jiangyan District in Taizhou City,combined with the advanced practices of some regions at home and abroad,feasible suggestions were put forward for the management of "non staff" in Jiangyan District from the perspectives of recruitment,assessment,training,daily management,wages and benefits.Through this study,we try to provide some valuable references for promoting the government to streamline the administration,solving the contradiction between supply and demand,and improving the management level of organizational structure.
