The improvement of the power operation efficiency depends on the active actions of cadres,and make unnecessary mistakes as little as possible.As China enters a period of comprehensive deepening reforms,old diseases in the ecological field,persistent diseases in the field of poverty alleviation,and the impact of new contradictions have all exposed cadres to greater work pressure and ability tests.Under the same work pressure and tasks,some cadres choose lazy politics to avoid pressure,and some cadres actively respond to pressure,but these two options may have the same result-accountability.The current problem of generalization and simplification of accountability is prominent.The management of "accountability as soon as an error occurs" has struck aggressive cadres.Under a high-pressure,low-resource,and wide-account work environment,rational cadre meetings based on resource preservation Choosing the behavior of avoiding blame,laziness and indifference is a typical behavior of avoiding blame.Laziness and indifference run counter to the country’s economic and social development needs,but accountability cannot fully and effectively eliminate laziness and indifference in cadre work.Therefore,it is particularly important to establish fault tolerance and correction mechanisms to make up for the shortcomings of accountability.In this paper,through the literature analysis method and case study method to carry out research on the fault tolerance and correction mechanism of cadre management.According to the dissipative structure theory in thermodynamics,the "management dissipation structure model for cadre fault tolerance and correction" is refined and constructed.This model explains the pressure orientation,goal orientation,content orientation and operation orientation of the cadre fault tolerance and correction mechanism.Under the management dissipation structure of cadre fault tolerance and correction,the operation process of cadre fault tolerance and correction mechanism is presented with the recall of cadres in Fenggang County,Guizhou Province as a practical sample,the implementation effect,development dilemma are analyzed,and suggestions for improvement are proposed.The content orientation of the cadre’s fault tolerance and correction mechanism is tolerable faults,which can be divided into non-subjective exploration errors and marginalized lazy politics.The experience and lessons brought by non-subjective exploration errors can avoid the occurrence of similar errors.Therefore,it does not consume much energy in the system,but instead has marginalized lazy politics and slack politics.It has the initiative of motives and the concealment of behavior methods.As a result,it couldnot be identified and corrected in time,and the system energy wasted greatly,so it should be paid attention to.The cadre recall system in Fenggang County,Guizhou Province,manages the recall of cadres with marginal laziness and indifference,identifies the cadre’s work errors by listing negative lists,the upper and lower levels work together to conduct error assessments,to focus on education and follow-up inspections to handle errors,and to return to work and organize processing for two-way flow for fault tolerance and correction.Results apply.Eventually,it promoted the improvement of the cadres’ ideology and understanding of the county and the change of work style,improved the government’s work efficiency and credibility,and provided experience and reference for the governance of marginalized and lazy governance in other regions.However,due to the short period of time,the fault tolerance and correction mechanism of cadres still faces the operational dilemma of inaccurate identification of errors,the paradox dilemma of creating new space for opportunism,and the environmental dilemma of lack of an inclusive atmosphere.These dilemmas limit the development of fault tolerance and correction mechanism.In order to develop and improve the cadre’s fault tolerance and correction mechanism,we can try to solve the dilemma from the establishment of a complaint mechanism,opening up fault tolerance and correction supervision channels,and optimizing the application of results. |
