A Study On Government's Role In The Construction Of City Business District

The Decision on Major Issues Concerning Comprehensively Deepening Reforms',adopted at the close of the Third Plenary Session of the 18th CPC Central Committee,pointed out that "the core issue of the reform of economic system is to deal with the relationship between the government and the market,allows the market to play a decisive role in allocating resources,improves the role of government".According to this requirement,the central government's "economic regulation"responsibility is updated to "macro-control" duties.The local government is responsible for the implementation of the deployment of macro-control.This innovation of government function provides the basis for the local government to carry out various kinds of practical activities in the economic field.City business district,which promotes regional economic growth and plays an important role in people's leisure,shopping and entertainment,has always been a hot topic in local government organizations.On the one hand,the drastic process of city business district's development contributes to the gathering of logistics,capital and information.On the other hand,it also caused problems like traffic congestion and format dispersion.As the continuous development of the city businsee district,values of public affairs will become increasingly complex.In dealing with the public affairs,if government organization sticks on the continuation of the past "arranged" pattern,may cause the high management cost and low management effect.In order to achieve the goal of "one center and three cities",and promote the opening up to the outside world in the field of circulation of commodities,Nantong city should coordinate city business district system and construction of commercial facilities,which means speeding up the formation of rational layout,optimized structure,advanced function,comprehensive construction,and sustainable modern commercial network layout.All above proposed very high requirements on government organization.At present,as a result of a series of measures which taken by Nantong municipal government,the consumption level and environment has been updated.However,due to the lack of theoretical guidance in the construction and management of city business district and the short of experience of relevant work system,The dislocation,the vacancy and the offside phenomenon still exist in management of city business district.Therefore,this paper has a strong theoretical and practical significance.Basing on the current situation of the development of city business district of Nantong City,this paper has made a useful exploration of the government management problems in the construction of city business district.Firstly,from the theory of government functions and the development of city business district,the theoretical foundation of the research is constructed.Followed by the analysis of the development status of Nantong business district,comes the analysis of the main problems and causes.Subsequently,using a comparative research method,learn from other municipal government's function in the construction of the city business district.Finally,in order to further enhance the efficiency and effectiveness of government organizations in the construction of city business district,in other words,to 'achieve effective governance of the government'.This paper puts forward some measures and suggestions to fulfill and perfect the government's management of the city business district.Firstly,emphasize scientific planning to achieve the macro management.Secondly,strengthen policy guidance to enforce the middle management.Thirdly,establish a long-term mechanism to enhance the micro management.
