With the speeding urbanization,it puts forward higher requirements for the modernization of China's "governance system" and "governance capability".Athree-level grassroots governance mode is used to governed the society,which consists ofthe district governments,sub-district offices and the communities(including villagers' committees,residents' committees and residents)in the urban community and the urban-rural integrated community.Sub-district offices stand between the government and the communitiesat the grassroots level.On the one hand,it assists the district governments to complete administrative tasks.On the other hand,it gives guidance to the community in order to promote community autonomy with the villagers' committees,residents' committees and all residents.It is obvious that the function of sub-district offices cannot be ignored.There are twoPrincipal-Agentrelationships in the three-level grassroots governance mode.Since the sub-district office is between the government and the community,sub-district office is not only the agent for the district government to complete administrative tasks,but also the principal for the communityautonomy.Moreover,due to the binary and conflicting nature of the sub-district office,and the current administrative regime and social system,nowadays,the sub-district officehas fallen into a role dilemma which leads it to become more administrative.Therefore,it isstill not able to reachequal conversation and seamless connection between the national management control and grassroots autonomy.Based on the history of the sub-district office and the reality ofgrassroots governance,this thesisselected a case of Nanan Sub-district Office in Guangdonginteracting with the district government and the communities.It analyzes the game process and actionlogic of the sub-district office in the three-level grassroots governance mode and establishes two game models,which are Model A when tasks are delivereddownward through "district governments?sub-district offices?communities" orderly,and Model B when the will of the peopleare conveyed upward through "communities ?ub-district offices ? district governments".This thesis takes Nanan Sub-district Office as the specific research object,using the Fuzzy Comprehensive Evaluation Model to evaluate the utility of cooperativegovernance practically.Itreveals the existence of the role dilemma of the sub-district office,and analyzesthe reasons from the aspects of institution,rights and responsibilities,resource and capability.Furthermore,it putsforwardcorrect roles of the sub-district office which should be acted as "a negotiating table" and "a connection platform" in accordance with itsactual operation circumstances,nature and value.Withthepurposeof promoting sub-district offices' synergistic utilityin the grassroots and improving the workefficacy of sub-district offices,this thesis also gives a series of advice from the view of the sub-district office,which let itplay as a twisted platformbetween the national management control and grassroots autonomy.
