Public institution is unique organization in china.With the development of economy,the traditional personnel system hindered the development of public institution,the personnel system reform of the public institution is the essential.The personnel system reform has been carried out for 20 years with notable achievements.After several years of the reform of the public institution,our county' s personnel system management method has gradually separated form the Party and government organizations,which have not only weaken the identity of all workers and cadres,but also canceled the phenomenon of setting a position for someone only,so them improves the whole work efficiency of the public institutions and change the traditional way of employment.Wuhan' personnel system reform also has been carried out for 20 years with significant achievements.but it also have many problems,there are still arduous tasks left.There are a lot of public institutions in Wuhan,so having a important impact on economic development of Wuhan.so far,the reform has been carried out for 20 years with notable achievements,but we can not ignore the difficult in the reform.This article,base on empirical research,analyze problems in the reform process,also research the reasons of problems.This paper used successful experience of Shenzhen and JinJiang to propose the reform of personnel system from the macro and micro levels.This is paper is divided into five parts mainly.Part 1 introduction the research results of domestic and foreign.Part 2 is a theoretical basis of reform to expound the basis of the reform.Part 3 discusses the current situation?problems and reason of personnel system reform of Wuhan.Part 4 analysis successful reform experience.the last part puts forward some improvement measures.
