The Community Security Governance Of Migrant People's Inhabitants

With China's increasingly growing urbanization,the migration of population is constantly increasing.Migrant people are now active in all fields of society.They have become an important social force that should not be ignored.China's migrant people migrate from rural to urban,from economic less-developed areas to developed areas,from the Midwest to the east.Due to cultural differences,income level,the household registration restrictions,and conflicts between groups and so on,the migrant people in cities tend to choose some inhabitant areas are relatively low in rent or close to working place,such as urban villages,integration of urban and rural areas that gradually have become the ghettoes of migrant people.What mixed habitation among different groups and the management being not in place have caused the problems that these ghettoes are often relatively prominent places on social contradictions and security problems in city areas,which take heavy impact to social management and social stability.Under the background of building the harmonious socialist society,community safety governance in the ghettoes of floating population should be paid more attention to and worked out in time.This paper focus on taking effective measures from the mechanism construction on safety managements in migrant people's inhabitants,which is based on the theory on community safety governance,using the experiments' results of safety managements on migrant people's inhabitants in Zengcheng district of Guangzhou city as an individual case.,combining the problems and shortcomings,through combing the practices on safety managements in Migrant People's Inhabitants in cities or regions at home and abroad.This paper includes five parts:The first part:Summary of the community safety governance,which introduces some core concepts such as the ghettoes of migrant people,community governance,community safety etc.Meanwhile it synoptically introduces the theoretical perspective of community safety governance including the theoretical of urban-rural dualistic economic,theory of social governance theory,social anomy theory,Broken Windows Theory.The second part:The safety managements status and problems on migrant people's inhabitants in China,which introduces China's present status and characteristics of migrant people,addressing the formation mechanism of flowing people settlement,which summarized the problems and shortcomings on safety managements in China's migrant people's inhabitants.The third part:The case analysis on safety managements on migrant people's inhabitants in Zengcheng district of Guangzhou city,which uses the experiments' results of safety managements on migrant people's inhabitants in Zengcheng district of Guangzhou city as an individual case,analyzing status and problems on migrant people's inhabitants in Zengcheng district of Guangzhou city,introducing safety managements on migrant people's inhabitants in Zengcheng district of Guangzhou city and mechanism as well as practical innovation.The fourth part:The practices and inspiration on safety managements on foreign and domestic inhabited areas for migrant people,combing and introducing the practices and inspiration on safety managements on foreign and domestic inhabited areas for migrant people in Europe,America,Japan,Singapore and some domestic cities including Hangzhou,Taiyuan,Chaoyang District of Beijing separately.The fifth part:Countermeasure of safety managements on inhabited areas for migrant people in China.According to problems on safety.managements on migrant people's inhabitants in China at present,focusing on taking effective measures from the mechanism construction on safety managements in.China's migrant people's inhabitants,we should change governance concept and accelerate the promotion of new urbanization and realize balanced supplying of public services for the urban and the rural,community operation and Social cooperation' multiple cooperative governance model,achieve the content system and evaluation mechanism of community safety governance in inhabited areas for migrant people Collectivity community,improve the level of information on management of migrant people,realize network management in community safety.
