On The Role Of Local Government In Supporting Entrepreneurship For Chinese Overseas Returnees With The Case Of Zengcheng District,Guangzhou City

The development of Chinese reform and opening up policy and China’s internationalization goes with more Chinese students studying abroad and more Chinese people investing,living and working in developed countries.This trend increases Chinese emigrant numbers.These emigrants get to know international rules,advanced technology and management theories with their experience in foreign lands.Among them are experts and scientists of good field leading capabilities.In the meantime,after 30 years’ reform and opening up over 30 years,the overcapacity of the traditional economy emerges in the nation.To transform and upgrade the economy,investment in scientific and technological industries is in great need.Thus the country decides to adjust the economic structure from the supply side.Learning from the advanced experience of foreign countries,Chinese government takes measures to attract overseas Chinese to start business in China.Those measures have been proved to be great success in Wuxi,Qingdao and other places.However,the overseas Chinese entrepreneurship in China is not smooth sailing due to subjective and objective reasons.Those problems have threatened the development of those overseas Chinese entrepreneurs.In order to provide a better business environment for overseas Chinese and improve the entrepreneurial environment for those overseas Chinese,this paper will take Zengcheng District of Guangzhou City as a case to study the role of local governments in supporting overseas Chinese entrepreneurship in the new era,focusing on four dimensions including entrepreneurship policies,entrepreneurship support mechanisms,financing system and the quality of local human resources.The research methods of literature research,questionnaire survey,comparative study and case study are used.Suggestions are given at the end.
