The Administration Cost Under The Political Power Influence

The government's reform will focus on the aspect of administration and economic to streamline organize,rationalize the relationship among the government,market and society,build government image to bring down the administration cost.During the period of transformation,many countries lack the knowledge of administration out of the complexity,so the administration cost increase sharply.In recent years,to improve the economy society,this problem has attached people's high attention.For the high-speed growth of administration cost phenomenon,many scholars have analyzed the factors in different perspective,such as the economic and the financial policy.This article expressed a favorable opinion in some degree,but will spread the discussion on two aspects:the sharp increase of administration cost and the inter-provincial difference.On the basis of predecessors' study of administrative costs,this paper select the cross-section data of 31 provincial governments as sample unit of analysis,using the related data from 1993 to 2006 to analyze the two problems.This paper focus on the political power,to prove this point,I search the government net for the member's information of the central committee through the four equations to estimate the power.In the following part,the introduction of other related indicators will support the regression and solid model analysis.After analyzing,what we gain is that the Political Power and administrative power,fiscal decentralization are positively related with administrative costs,however,the cultural level,population scale have a negative correlation with it.Through the analysis,we can find out the reason of these problems:At present,China's political and administrative system is not sound,political power is not transparent,softening public budget,and lack of supervision,etc.To solve these problems,we could have a conference about those countries that have an optimization on the administration combining our actual condition,including improving the power configuration,deepening the reform of administrative system,cultivating social organization,improving the incentive mechanism for examination and assessment of the government,Building public budget system.
