A Study Of Social Management Innovation In Ethnic Areas From Social Capital Perspective

Social management innovation is one of the major social issues at present,and social management innovation in ethnic areas is an important component in China's social management innovation system.The paper analyzes the path of social management innovation in ethnic areas on the basis of Social capital theory,aiming at introducing some beneficial exploration for these areas' social management innovation.The paper can be divided into four parts,and it expounds the necessity and feasibility of the introduction of social capital into social management in ethnic areas,and then analyzes the path of social capital's employment.The first chapter introduces why to choose the research topic,research ideas and approaches;in addition,the rationality of social management innovation from a social capital perspective is also included.The second chapter reviews the existing research outcome of social capital,social management and the relationship between them,and then analyzes the theoretic fit between social capital and public service and governance.The third chapter discusses the characteristics of China's ethnic minority areas,then advances the multiple difficulties existing in current social management,points out that it is urgent for governance-oriented social management innovation to bring in social capital.As the focus of this paper,the fourth chapter proposes the social management path on the basis of the status quo of social capital employment in ethnic areas and social capital's significant effect on social management.The paper argues that social resources in ethnic areas can be regarded as social capital,whereas,such definition is distinctively different from that in the Western context.The call of public service and the fit of social capital with social management innovation in ethnic areas are the theoretical basis for the introduction of social capital into social management;The multiple difficulties in social management makes the introduction of social capital;Religious,civil authority,customary law and clan are four mainly types of ethnic social capital.Social capital's influence on social management in ethnic minority areas reflected in the following five aspects:reducing the cost of government social management,promoting public participation in social affairs,reducing the risk of social management innovation,building an effective social network,and finally,constructing a harmonious ethnic relation.The path for governments to utilize social capital in social management is:insisting on government-led principle,screening and selecting the existing social capital,promoting the integration of social capital,and nurturing modern social capital.
