Research On The Legal Promotion Of Rural Mutual Cooperativesin China

China's Rural Fund Mutual Cooperatives is a kind of new rural financial cooperation organization under the background of "Three Agriculture-----agriculture,rural areas and farmers".It will be the main form of future rural cooperative finance,and its research and construction level will directly affect the rural areas financial development.For the time being,the rural Fund mutual cooperatives refer to the new rural banking financial institutions that set up by the farmers and rural small enterprises in accordance with the voluntary principle to serve the members of the shares and implement the democratic management for all members.the rural Fund mutual cooperatives originated in July 2004 set up in Jilin Province,Lishu County,Yan Village,BaiXin mutual funds.This article aims to study how to improve the rural Fund mutual cooperatives from the perspective of legal promotion.In our country,the development of the rural Fund mutual cooperatives has many problems,such as high access.By studying the system of the rural Fund mutual cooperatives,we find that improving the legal system of the rural Fund mutual cooperatives can not only promote the development of rural credit cooperatives in our country,but also develop China's agricultural productivity,reduce rural credit risk and build a new rural financial system.This article bases on the specific situation of our country,and draws lessons from the rural mutual cooperative finance laws of Germany,Japan and the United States,and from the development course,experience and lessons of rural cooperative finance in China or Other countries,to discusses the suggestion to the legal promotion of the rural Fund mutual cooperatives from the following four aspects.The first one is to reduce the access threshold for the rural Fund mutual cooperatives,and second,to build internal and external financing system of the rural Fund mutual cooperatives,the third,moderately loosen supervision to the rural Fund mutual cooperatives,Fourth,increase government support to the rural Fund mutual cooperatives.
