The Research On Chinese Discipline Inspection And Supervision System And The Road To Reform

Supervising and restricting state power and curbing corruption are the eternal themes of human political life.Discipline inspection and supervision system is essential to supervise and monitor the operation of the party and government,which also has played an important role in preventing and punishing corruption for a long time.However,the discipline inspection and supervision system does not fit to the current circumstance and exposed drawbacks,which makes it difficult to further resist corruption because of the development of society.Since the 18th National Congress of the Communist Party of China,the central of party has spared no effort to fight against corruption and emphasized the institutional innovation and institutional protection to strengthen the force of anti-corruption.In this situation,the reform of national supervision system has been put on the agenda.At present,the reform of national supervision is in the experimental stage.According to the released version of The plan about carrying out the pilot reform of national supervision in Beijing Shanxi and Zhejiang province,the reform is an important adjustment for the current discipline inspection and supervision system,and then discipline inspection and supervision system is transformed to the state supervision system.This article regards the national supervision reform as a process or an event in the change of the discipline inspection and supervision system and researches on the national supervision on the basis of the discipline inspection and supervision system that has been running for many years.This thesis attempts to answer why the discipline inspection and supervision system reform must be carried out and why people have to take measures followed by the plan at the present stage.Through the interpretation of the "pilot program" and other relevant documents,this thesis explores the future trend of the discipline inspection and supervision system and investigates ways to reform national supervision system reform.This thesis draws some lessons from the New Institutionalism and agrees with the idea that institution is vital in forming people's behaviors.Meanwhile the change of circumstances greatly influenced institution and if the original institution can not meet the needs of new circumstances,it is better to make some innovation on the basis of the existing institution.Transformation and innovation of institution must follow the law of history and reality and take the action logic of the reformers into consideration.Based on these theories,this thesis first finds the law through the theoretical sources and historical evolution of the discipline inspection and supervision system,analyzes the inadaptability under the current circumstance and puts forward the necessity and urgency of reform.Then,the thesis explains the measures in the pilot reform of the discipline inspection and supervision system and evaluates the scientificity and rationality of the reform plan.Finally,the thesis combs the basic ideas of the discipline inspection and supervision system reform.On the basis of the law of reform,this thesis raises the countermeasure proposals to further improve the system of discipline inspection and supervision.
