Perfecting The Management System Of State-owned Assets Of Forest Public Security System In Gansu Province

The administrative institution of state-owned assets is an important component of the system of state-owned assets in our country,and the government public management and public utilities development play an extremely important role.Now,many local governments has carried on the positive exploration based on the actual situation of state-owned asset management,and has formed several relatively successful management patterns.However,the state-owned assets management research is still in its infancy specifically to the administrative institution.The forest public security system has been changed in the consequence of the reform of the administrative institution in Gansu Province,and it has been through the exploration pattern of entrusted management-decentralized management-centralized management.Success and achievements were achieved,while difficulties and setbacks were inevitable.Now,the existing management system still exist loophole,which resulted in the unreasonable management of the state-owned assets supervision and administration of forest public security system in Gansu province,and the status quo should be improved urgently.It is particularly urgent to do some exploration study about the series question of the current forest public security system in our province.The main problems are as follows: management and supervision system does not exist in the state-owned assets;management responsibility is unknown;the usage efficiency is rather low;the account is not clearly recorded.This Paper expounds the meaning and related problems of government administrative assets,and gives a historical review to the reform of the national and Gansu province's state-owned asset management in forest public security system.It also analyzes the present situation of forest public security system of the state-owned assets management in Gansu province,as a result,this paper points out and analyzes the reason for the current problems in forest public security system of state-owned assets management.Based on the development situation of forest public security system for the management of state-owned assets in Gansu province,and drawing lessons from the mature experiences of other domestic in the administrative institution of state-owned assets management,this paper explores and concludes some strategies based on the actual provincial situation:1)To establish "the forest public security management system" based on "Gansu Provincial Finance Department-Forest public security system-asset usage department" as a result of centralized and unified management.2)To analyze and demonstrate the main management contents and the tasks,such as the top design,the division of duties.The state-owned assets management research of the forest public security system in Gansu province is a theoretical exploration.Only can superior departments and organs at the corresponding level and the subordinate departments under unit reach a consensus to finish the top design and be ready to work together to perfect the system construction and management in the practice of constant innovation,the actual efficient operation of the state-owned assets management system framework in the forest public security system in Gansu province could be established.
