The Logic And Governance Of Chinese-style Not-in-My-Back-Yard Movement

Since the reform and development of our country,the industrialization of China has rapidly developed and regional urbanization process has been further deepened,which gradually reveals the resource and environment problems.Meanwhile,as the national economy continues to grow rapidly and per capita income continues to improve,people's awareness of environmental protection is also increasing,and the process of urban environmental development will naturally be difficult to meet the rising demands of social citizens on the daily living environment.In the construction governance of urban environment,of particular concern is the decision-making,construction,and operation of public facilities,such as waste incineration plant,Metrorapid and the like.Although these public facilities serve for the broad social citizens,aiming to improve people's daily living standard and promote the social and economic development,they inevitably have a significant impact on the surrounding environment and bring serious harm to living health of the surrounding residents.Therefore,the construction of public facilities is always protested by the surrounding residents,and ultimately forms NIMBY(not in my back yard)effect,which will consequently generate NIMBY movement.With the increasing quantity and scale of the public facilities construction projects in China,its influence continues to increase and the probability of occurrence of the NIMBY movement is rising.Accordingly,the research on the cause,logic and governance of NIMBY movement,especially the characteristics of the Chinese-style NIMBY movement,appears to be imminent.Based on this,this paper will carry out a detailed analysis on the Chinese-style NIMBY movement from the aspects of balance of interests and policy formulation.Firstly,it summarizes the research situation of the NIMBY movement,and briefly introduces the definition and characteristics of it,and then outlines the three typical NIMBY events:Ningbo PX project,Guangzhou Panyu Waste Incineration Power Plant Project and Dalian Fujia PX Project,through which the gaming features and the forming elements of Chinese-style NIMBY movement are analyzed.After then,this paper will launch a detailed analysis on the dilemma and forming reason of the NIMBY movement in the Zhongtai Waste Incineration Plant Project in Hangzhou by giving a detailed introduction on the whole story of the event.Finally,through the case study of NIMBY movement in the Zhongtai Waste Incineration Plant Project,this paper further proposes some measures for the governance of Chinese-style NIMBY movement,which is possible to provide some suggestions for China's government departments for solving similar incidents,so as to realize the balance of interests among the players in the NIMBY movement,ensure the environmental rights and interests of the general public,and achieve the goal of democratization.
