Research On The Production Logic And Governance Of NIMBY Movement

With the deepening of economic and social transformation and urbanization process,there are more and more public facilities construction in China,and the phenomenon of NIMBY movement caused by public facilities construction is escalating.The Third Plenary Session of the 18 th CPC Central Committee pointed out that to promote the modernization of national governance system and governance capacity as the overall goal of comprehensively deepening reform,China has thus entered a new stage of governance reform and transformation development.The Fourth Plenary Session of the 19 th Central Committee continued to propose that we should adhere to and improve the social governance system of CO governance and sharing,and maintain social stability and national security.A series of national policies are of great practical significance and point out the direction of social governance in China.For a long time,scholars have made a lot of achievements in the study of the movement of NIMBY in China.The research is mainly carried out from two fields: the generation of movement and the governance of movement.In the aspect of sports production,it mainly explains the conflict of interest,social transformation,loss of public trust and regulation failure;in the aspect of sports governance,it mainly discusses the countermeasures from the perspective of scientific and technological rationality,human rationality and management rationality.However,the current research on the generation and governance of motion is isolated from each other,and the comprehensive and procedural analysis on the research on the NIMBY movement is insufficient.In view of this,this paper uses the political process model,through the in-depth analysis of the process of the emergence of the movement of NIMBY,insight into the production logic of the movement of NIMBY,according to its production logic to provide governance strategies.This paper argues that the expansion of political opportunities,endogenous organizational strength and framing process lead to the emergence of NIMBY movement.The main contents of this paper are as follows: Firstly,the background,significance,literature review,research methods and theoretical tools of the study are briefly introduced;Secondly,according to the principles of time,region,social influence and the availability of data,seven typical cases of NIMBY movement in China are selected to sort out the stage development process of each case;Thirdly,on the basis of case study,through the analysis of the process of NIMBY movement,it is concluded that the logic of NIMBY movement is the expansion of political opportunities,endogenous organizational strength and framework process;Finally,according to the logic of the emergence of NIMBY movement,this paper puts forward the Governance Countermeasures to resolve the NIMBY movement from the perspectives of government,protesters and society.
