Research On The Privacy Policy Of Chinese Government Portal Websites

The development of e-government affairs shorten the relative distance between the government and the public from space and time,giving the public the discourse power to participate in state governance and constructing a new prospect of technical government governance,However,this technical government governance has also brought new problems——the protection of users' privacy information.Under the background of lacking both law and morality,the situation of e-government privacy protection becomes more severe.Government's portal websites represent the level of e-government affairs development in our country,and also it is an important window to establish the social platform for public interaction.Therefore,this paper chooses the "privacy statement" of 108 city government portal websites in China as the sample to study what kind of system and policy has been adopted by the government portal sites to protect the user's privacy and then finds out the problems existing in the policy of privacy protection of our government portal websites and puts forward the corresponding countermeasures.Specifically,after studying thousand of research literatures on online privacy at home and abroad,this paper starts from a series of core concepts,namely,the right of online privacy,government portal websites,and the policy of online privacy right,constructing the evaluation index system of online privacy through the Delphi method.Through the comprehensive use of analytic hierarchy process(ahp)method,from both macroscopic and microscopic aspects,this paper analyzes the status quo of privacy protection policies of our government portal websites,and then found that there are a lot of problem among the privacy protection policies of our government portal websites.Some of these are very serious,such as the recognition degree of privacy policy is not enough high,the homogenization phenomenon is serious amid the policy content,incomplete policy of user information collection,ambiguous user rights declaration.Finally,after drawing lessons from the advanced experience of foreign affairs website privacy protection policy,according to the current stage of our country e-government affairs development,this paper put forward the countermeasures of perfecting our country's government portal website privacy policy,such as actively enhance the legislation improvement of online privacy protection,modifying the express terms on the homepage of our country's government portal website privacy policy,perfect the information collection terms of our country's government portal website privacy policy,strictly regulating the sharing of user's privacy information and its usage policy,elaborating the security of user privacy policy and its content,and establishing and perfecting the protection system of juveniles online privacy and its reasonable exception clauses,so as to theoretically provide a lot of recommendation on how to effectively protect users' privacy,during the development of our country's e-government affairs in our country.
