Research On Risk Early-warming Management Of Crowd Gathering In Urban Public Place In The Big-data Age

Technology innovation is an important means to promote management innovation.In era of big data,the concept of prediction based on data gets a lot of attention in various fields with the amount of data growing explosively and the potential value of data constantly stimulated.Nowadays,data has become as important as the material resources and human resources.Urban public places as the main carrier of city social economy and culture plays an important role in cultural,entertainment and business.In recent years,the risk even accidents occur frequently in public space caused by mass gathering which cause widely discussion about crowd gathering safety management.The paper focus on crowd gathering risk in urban public places and discusses how to integrate the technology means into the mass crowd safety management in the big data environment improving the capacity of risk early-warning,aims to send out alarm of crowd gathering through analyzing quantitative data,and promote the data early-warming research of crowd gathering risk in city public places,making the big data technology become the leading force of crisis warning.The paper starts from two cases:the application of crowd gathering risk early-warning system in Xidan business district and the stampede at the bund in Shanghai.The study found that in recent years,based on data of real-time monitoring can send out alarm and then take intervention ensuring zero gathered risk accident happened in Xidan commercial district,which shows that the application value of big data early-warning in crowd gathering risk;crisis management is remedial as "put out the fire" in the stampede at the bund in Shanghai,and the casualties is self-evident.And after the event,related researches also shows that using big data can avoid the tragedy.Then,conclude difference between data early-warming and traditional emergency disposal via further comparing analysis of data and experience judgment,prediction and summing up,highlight four advantages of big data in crowd gathering risk-warming:all-round,real-time,visualization,rational prediction,proving the value of risk early-warming based on data.However,achieving the function of risk early-warming based on data needs a prefect risk early-warning system,then puts forward the framework and operation mechanism of crowd gathering risk early-warming,here,come out countermeasures:integrate data and promote information sharing,strengthen synergy of departments.The paper concluded that the technology is important means to improve the level of safety management and apply big data to achieve real-time monitoring and risk reading in crowd gathering.
