A Study On The Role Of Government In The Supply Of Public Bicycles

With the rapid development of China's economy and the rising of people's living standards,motor vehicles are explosive growth,leading to a series of problems of environmental pollution,greenhouse effect,energy crisis and traffic congestion.Faced with these problems,it has become our primary choice to vigorously develop and improve the city public transport.As a low-carbon,environmentally friendly,green traffic travel,public bicycles has been established in hundreds of cities of China.However,the level of development of those cities' public bicycles is uneven.The study reveals that the development of public bicycles is closely related to the role of government in public bicycle supply,which even determines the development of public bicycles.In order to promote the healthy and orderly development of public bicycles,this paper will study the role of government in the supply of public bicycles.This article can be divided into three parts.The first part introduces relevant concepts and theories.Through the definition of public bicycle concept and the analysis of public product characteristics,it is determined that the public bicycle has the attribute of "quasi-public product".Then,combined with the relevant theory,the importance of the government in the supply of public bicycles is theoretically analyzed.The second part is a realistic look at the role of the government in the supply of public bicycles,and the role of the government in the supply of public bicycles is explained from the real level.Afterwards,three typical cities of Wuhan,Hangzhou and Suzhou are selected as cases,and the operation and mode of the city public bikes are expounded respectively.Moreover,the roles and roles differences of the three municipal governments in the practice of public bicycle supply are analyzed.By comparing the role of the government in the supply of public bicycles in the three cities with the corresponding public bicycle operation,it provides the basis for the correct positioning of the government role.The third part is the rational position of the government role in the supply of public bicycles,and the role of the government,that should exert in public bicycle supply is demonstrated from the theoretical level.From the relationship between the government,the enterprise and the public involved in the public bicycle service and on the basis of the analyzed relationship,the role,the government should be of,is reset.This paper argues that the government should act as the roles of leader,planner,supporter and supervisor role in the supply of public bicycles.The government can optimize the government role by changing the functions of the government,establishing the concept of a service-oriented government,taking legislation as the guide,building a complete legal system,encouraging multi-party participation,forming a multi-party linkage and cooperating public bicycle operation pattern,so as to promote public bicycles to develop.
