Research On Government Supervision Of Sharing Bicycles In Guilin

Recent years,with the rapid development of internet technology,the emergence of mobile payment has facilitated people's life.Since the sharing bicycles appeared in Guilin,it solved traditional public bicycles limited by piles,and became an effective solution for the last mile.However,some problems,like too many bikes,bikes scheduling not timely,misplacing bikes,man-made destruction,the deposit management problems,appears by the rapid development of sharing bicycles.These problems increase the difficulty of city management and administrative enforcement,and impact Guilin's tourism economy,and they can't be solved that only rely on the self-operation and management of sharing bicycle enterprises and self-discipling of users.Therefore,it is urgent for the government to regulate it to give correct guidance and support.This paper is based on the government regulation of sharing bicycles as a research,mainly applies the public governance theory,combined with sharing bicycles as a quasi-public product,by the interview method,this paper analyzes the government supervision of shared bikes in Guilin city:the subject of supervision is not clearly;lack of supervision system;supervision means is single and the effect of supervision is not obvious.In view of the problems,this paper explores regulatory countermeasures as follows:firstly,clarify the supervision identity and establish a collaborative mechanism;secondly,establish the governmental supervisory mechanism in order to standardize enterprise and user's behavior;thirdly,innovative regulatory approach to diversified means of supervision;forthly,establish evaluation index system to strengthen regulatory effect.The goal of this paper is that provides reference for Guilin city to make regulations of sharing bicycles,and promotes the healthy development of sharing bicycles in Guilin city by the research on the regulation of shared bikes.
