A Study On Consociational Rules Of Order Based On The Community Governance

After years' practice and exploration on China's community governance,community consultation has become an effective method to implement community governance.In current community consultation,however,there are still many problems which are in urgent need of getting solved and directly reflect the inefficient level in our community consultation.Besides,to some extent,it shows that most Chinese urban communities are now lack of the self-governance abilities in community management.Community consultation is mainly faced with the task of dividing the consultative responsibilities,clarifying the consultative content,confirming consultative subject,expanding consultative form and standardizing consultative procedure.The author believes that the current breakthrough in ensuring community consultation is to standardize the consultation procedure.The rule of order is to pursue a legitimate procedure,which provides a good assurance of the fairness and efficiency of the consultation process and also a firm benchmark for resolving procedural differences.Therefore,how to run a set of rules of order to guarantee the effective development of the community to negotiate,and then promote community autonomy ability are the main topics in this research.The author builds five dimensions of community consultation rules of order by referencing Robert's rules of order and on the basis of the current status of community consultation,namely basic principle,personnel composition,speech rules,the meeting agenda and disciplinary rules.At present,there are just a few examples of community consultation.The author chooses three typical cases as research subjects:"democracy consultation meeting" in Zhejiang Wenling,rural cooperative of Anhui Nantang and Budget democratic council in Yunnan Yanjin.After summarizing and analyzing the existing theses,the current problems in community consultation are in the following aspects:firstly the fundamental principles of the rules of order are not taken into account seriously;the lack of courtesy norms and effective work reports;the related disciplinary system is imperfect.The existence of these problems are mainly because the current community consultation itself is not mature or standardized.Secondly the residents are lack of democratic awareness.They have no aware to solve their problems by consultation.Thirdly,some consultative meeting guided by social elite are not supervised efficiently,and the boundary between the community and grassroots government or grassroots party etc is not clear.On the basis of the above analysis,the author concludes a community consultative order from the previous five dimensions.At the same time,at the end of this research,some possible suggestions are given on how to realize the community consultation from four aspects:publicizing,training,clarifying community's relationship with the grassroots government and party,cultivating grassroots community organizations.
