Value Consensus,Field Reconstruction And Path Optimization Of Urban Community Consultation Governance

The report of the 19 th national congress of the communist party of China(CPC)pointed out that China will continue to develop an extensive,multi-level institutional framework for consultative democracy,including grassroots consultations,consultative democracy system construction,formed a complete system of programs and participate in the practice,to ensure the people's daily political life has continued in-depth participation rights,booster work sharing to build a new social governance structure.As the basic unit of social governance,urban community consultation constitutes an important part of grassroots consultation,and the development of urban community consultation system and practice constitutes the meaning of the modernization of China's grassroots governance system and governance capacity.Therefore,this paper focuses on the issue of consultative governance in urban communities,trying to clarify how consultative democracy can be better embedded in urban community governance and how consultative governance can better operate in the actual urban community environment.From the perspective of practice process,since the 18 th national congress of the CPC,China's urban community consultative governance has carried out a series of explorations centering on innovation mechanism,enrichment of forms,improvement of systems,optimization of means and other aspects,presenting complicated and extensive practical prospects.Although citizens forum,the consultative council,discussion of open space,the network citizens forum innovative forms of negotiation in the real operation is different,but their essence is through the interaction between the governance body,listen to each other,rational argumentation,respect each other,such as elements to reflect on policy preferences,and finally the output results of a discourse exchange as the core of governance path.From the perspective of existing researches,existing researches on negotiation in urban community governance have some problems,such as fragmentation of internal logical explanation,vagueness of core elements exploration and generality of countermeasures and suggestions.Theoretical research lags far behind the development of practice,and lacks the systematic reflection on the current development of practice and the way out of predicament on the basis of systematically analyzing the operation mechanism of consultation itself.Most empirical studies of negotiation focus on a specific negotiation event,such as a one-time group discussion,or a series of discussions on the same organization or type of topic.This kind of research is effective for analyzing a form of negotiation,but it also leads to a lack of perspective.Based on the application of interdisciplinary knowledge and strong practical concern,this paper makes a new discussion on consultative governance in urban communities from the following two aspects:On the one hand,from the perspective of "structure-process",this paper analyzes the consultative approach in urban community governance,which serves as the basis and framework for the follow-up research.First of all,it explains the "negotiation" in the sense of methodology and community governance respectively,and defines the meaning of negotiation in this paper through integration and derivation,and defines the problem area studied in this paper.Secondly,based on the division of "discourse embedding" and "system construction",this paper reviews and investigates the two previous studies.Understand its overall research context,key research direction and future research trend,so as to systematically reflect on the limitations of current research.To make up for the defect of existing research,this paper selected the socialist consultative democracy theory,governance theory,deliberative theory and social learning theory as the theoretical support,and to build a new analysis framework: first of all,from the real interaction,extensive and profound influence and so on,analysis of urban community consultation action change "three-dimensional" endogenous variables;Secondly,based on the logic of initial situation,connecting situation and terminal situation,the spatial resource dependence of the systematic operation of urban community consultation is considered.Finally,based on the internal operation mechanism of "five-order duality",the practical logic that promotes the normal development of consultation is explored.Theoretical framework in this paper,based on that,the perspective of the current urban community governance consultation value cognition,the situation of supply and action to promote the paradox of the three aspects,such as,using power logic,autonomy,the view of logic,market logic and integration it is concluded that the "governance" or "accusers","leading" or "circulation" and "results" or "expounds paradox" behind the dilemma.On the other hand,this paper analyzes the situation of urban community consultation and governance from the perspective of "deduction-induction",and puts forward the solution to the realistic dilemma on the basis of exploring the possibility of consultation theoretically.This paper mainly adopts the research method combining many cases study and content analysis to conduct qualitative research,conclusion and research on the selected innovative samples of urban community negotiation governance practice through NVivo software,so as to display a panoramic picture of community negotiation on the macro,medium and micro levels.Through the case review of the context of the question,this paper explores the possibility of the rational cultivation of negotiation value cognition,the situation shaping and the feasibility of practice in urban community governance.Finally,based on the operation logic of "five-order duality",this paper puts forward the governance strategy that needs urgent response and needs to be upgraded.In general,this paper attempts to discuss the issues in urban community governance from the disciplinary perspective and practical concern of public administration.Rooted in the practical experience of modernizing the country's governance system and governance capacity,China has faced up to new practices,problems and opportunities in the field of public governance.Through the discussion of the negotiation path in urban community governance and the optimization of relevant institutional arrangement and design,it can provide practical reference for the practice of grassroots democracy and urban community governance with Chinese characteristics.Although there is no "perfect template" that can explain theory and practice,the theoretical expansion and practical reform that may be brought about by the attention to this research topic can provide a new way of thinking for the development of urban communities and even the grassroots governance system in China,which is also the expectation of this paper.
