The Study On The System Of Describing Duty And Honesty Of The Leader In The Chinese Communist Party

With the development of the rule of law,the system of inner-party describing duty and honesty gets perfect by the innovation of the inner-party democracy theory and the inner-party political practices.The system of inner-party describing duty and honesty as an important part of inner-party supervision,it is important for our party to adhere to and improve it.Through this way,it can help our party maintain the integrity and the advanced nature,and enhance the cohesion and centripetal force of our party.Since the founding of the People's Republic of China,especially since the 18th CPC National Congress,with running state affairs according to law and running the Party strictly,the Party Central Committee has formulated a number of inner-party laws and regulations concerning the system of conciliation and co-ordination.It helps the party organizations at all levels to further promote the anti-corruption of the direction.Things have two sides,especially in recent years,although the party honest and clean system has been further developed,but there are still many problems in this system.In this paper,the study of the system of inner-party describing duty and honesty is mainly divided into four parts,which is based on the methods of literature analysis and current affairs investigation,combined with the existing theories and political practice materials.The first part starts from the theoretical research and analysis,and explains its general theory:the inner-party describing duty and honesty means that a leader in the party or a representative party organization plays a subjective initiative(that is,consciousness)on the performance and integrity of the situation to a specific object of self-discipline within the party supervision at a particular time place through a particular way.It should be distinguished with some other conceptions,especially the inner-party supervision and the inner-party reporting work.It is included in the inner-party supervision,and it is juxtaposed to the inner-party reporting work.It has some features including self-discipline,comprehensiveness,democracy and certainty.As a form of supervision,it is greatly significant to the construction of the Communist Party of China,which is conducive to further strengthening the inner-party democracy and promoting inner-party harmony,which is conducive to strengthening the supervision of the leading organs and leading cadres,which is conducive to strengthening the leadership team construction and maintain the advanced nature of the party.The second part mainly elaborates on the content of this system.First of all,I study the origin of the party 's laws and regulations of this system.It includes four levels:Party rules,rules,regulations,and other party regulations.Through the analysis of the relevant provisions,I think,the system of inner-party describing duty and honesty should be summarized as five elements which are the main elements,content,form,procedures,accountability to be pursued.The third part,through the relevant political practice,explores the existence of the problem from two aspects which are the law enforcement basis and specific enforcement.There are two aspects of problems:Firstly,it is the problems on the system itself-the implementation of the system is lagging behind or imperfect,the implementation of the main body and the main body of the obligations and the provisions of the main body is not clear,the narrative content of the provisions of the content is not specific,the form of persuasion in the form of improper use of retired procedures are not perfect,accountability mechanism is not complete.Secondly,contact between the system of inner-party describing duty and honesty and other systems are not close.The fourth part puts forward some suggestions on the existing problems including strengthening the system of conciliation and the connection with the relevant system to perfect the system.
