APEC Running Dilemma And Its Resolution

APEC,as the largest cooperative organization in Asia-Pacific region over the past twenty years for the development of the Asia-Pacific region has made outstanding contributions.APEC Development Research helps to build a new international order;help to promote coordinated development in the region;to promote the process of democratization of international relations in Asia Pacific;help consolidate good-neighborly relations with neighboring countries,to create for our economic development a favorable peripheral environment of peace and security.In this paper,APEC's nature,purpose,organizational mechanisms and other operating rules objectively describe the background of the Asia-Pacific region to promote cooperation and development to understand.This article highlighted the plight APEC operation,APEC,compared with other regional organizations,there has been a slow development,the lack of substantial progress predicament.As well as other international mechanisms and;specific performance efficiency of slow action,unable to complete the stated objectives,the lack of collective action among its members,the question of other countries and regions "free ride" and other system operations;difficult to reach the depth of cooperation among APEC members and members of the development issues the impact of sub-regional groupings such as APEC issues.The reasons for these difficulties is the productive forces and production relations,the economic base and the superstructure of the inherent contradictions;Asia-Pacific political and economic development is uneven,there is a political ideology among its member countries,huge disparities in economic strength,economic policy and other aspects;whole Asia-Pacific region within the system element is in a transition period and so the combination of differentiation.This paper put.s forward some countermeasures to solve the dilemma of running APEC:APEC aims by reaffirming Development Goals;a mechanism of reform,and improving the timeliness of APEC run,conditional implementation of "open regionalism doctrine",the implementation of the Asia-Pacific free trade zone to solve contradictions existing system;through coordination of Sino-US relations among major powers,made the dream of a common goal to improve the cohesion of the members of the enhanced political mutual trust among members;through APEC and other international mechanisms clear division of labor;APEC means expansion functions and so on.The APEC built into a steady sound of regional international organizations,so that APEC Asia-Pacific regional integration "propellants."...
