In recent years, problems of sea-lane security in Asia-Pacific region is getting increasingly serious. Anyhow, seldom has there been researches to discuss cooperation style and legal framework from the respect of taking Asia-Pacific region as a whole. Researches on sea-lane security are becoming the forefront of various disciplines. In fact, Asia-Pacific region still lacks a specialized, multilateral and comprehensive legal framework on sea-lane security cooperation in Asia-Pacific region besides a number of professional organizations of the region. The existing related treaties inherent defect, they only could produce some indirect and partial positive effects The thesis starts from the importance of sea-lanes in the Asia-Pacific region and attempts to establish a specialized, multilateral and comprehensive legal framework on sea-lane security cooperation in Asia-Pacific region.Chapter I starts with the definition of related issues on the sea lanes in Asia-Pacific region, explores changes of the concept Asia-Pacific and its region scope, then describes the geographical distribution and security problems of the sea lanes in Asia-Pacific region, and finally discusses the significance of those sea lanes and states' strategies.Chapter II deals with the issues of sea-lane security in Asia-Pacific and cooperation possibility based on the previous chapter. It proceeds with the relationship between marine security and national security, describes problems faced by sea-lane security in Asia-Pacific region, analyses the possibility of international cooperation and explores status quo of the cooperation.Chapter III focuses on the necessity of establishment of a legal framework on sea-lane security cooperation in Asia-Pacific region from theoretical and practical aspects, and comments on the existing cooperation mechanism and its limitation. Chapter IV fully discusses the proposed cooperation legal framework, and expounds the characteristics, principles, content, organizations and other aspects of the legal framework.Finally, the thesis concludes the positive and negative factors on establishing the legal framework, presents a prospect of the legal framework on sea-lane security cooperation in the Asia-Pacific region, and recommends China's choice and role.
