Pressure Management, National Identity And City Rights Space: The Governance Of Minority Peddlers

With the comprehensively deepening of the reform and the acceleration of the urbanization process,driven by economic purposes,the population that come from the remote areas into the more developed east areas,from rural areas into the city is increasing.Affected by the factors like the poor resource endowment and the labor market oversupply,some of the floating population live and develop in the city by the form of self-employed that set up stalls on the street.Minority peddlers are an important part of the city peddlers.Showing the street management landscape: all peddlers set up stalls together;when urban management officers come,the Han nationality vendors sun away tensely,but minority peddlers set up stalls leisurely;the Han nationality vendors have not appeared,minority still set up stalls but after a period of time they disappear because urban management officers take measures towards them.This thesis is based on the street landscape of minority peddlers management,through the dimensions of “national identity” and “pressure management” to analyze the management of minority peddlers.Firstly,the protection of the national identity from the system,the local government regard political priority as the management strategy,the peddlers and customers symbolized use the national identity,all above strengthen the rights effects of national identity,expanding the city right space of the minority peddlers.Secondly,be affected by “the pressure system”,the local government is keen on the build of the image of city,the activities that build a national civilized city and advanced clean city increase the urban management officers' duty pressure.Urban management officers transfer their duty pressure to the behavior of management,forming a top-down pressure transmission that is named “pressure management”.“Pressure management” can divide into “high-pressure management” and “low-pressure management”,both influence the size of the city rights space to peddlers.This thesis use “the change among pressure management,national identity and the city rights space of setting up stalls” to explain the management of minority peddlers.“Low-pressure management” and the effect of identity expands the city rights space of vendors,and the urban rights space of the minority peddlers is significantly larger than that of the Han mobile vendors.“High-pressure management” dilute the affect of national identity,urban management offices will aggravate the management of the minority peddlers because they must accomplish their goals,but their manage measures is more gentled,the city right space of minority peddlers is squeezed.The city right space under the pressure management and national identity is not strong and uncertain.The government of minority peddlers full of interests.The government of minority is controlled by the interests network and can not balance various interests.Finally,this thesis makes a study conclusion: national identity protect minority peddlers;urban management that under the pressure system is a process of pressure management;minority peddlers' city right spaces are uncertain.In the revelation of management,it is pointed out that government should correctly understand the problem of minority peddlers,attach importance to the pure nature of social management,ensure their city rights space by planning peddlers' stall areas.
