The submission of harmonious society promoted the importance of petition work to an all new altitude. Simultaneously the request of the work was enhanced. In respect of estimation and operation, all levels government of CPC community put forward higher, stricter and more particular standard. Otherwise, for reasons of unscientific system and mechanism, absent-supported law and rule, incapable communication and cooperation among departments and abnormal visits of few people, the working pressure of petition staff becomes stronger than ever before. Therefore, this paper is to study the status and origin of petition staff's working pressure and to propound countermeasures in the aspect of petition system.This paper first demonstrates the researching problem, then the realistic background and signification, and then the whole framework of this research. This paper combines theoretical with substantial method, historical with logical way, and analytical with synthetical manner, and divides into two stages to research.The first stage is theoretical research. By reviewing the former literature, this paper makes qualitative analysis to the question studied, and submits initially researching hypothesis. On this foundation, by linking the analysis of interviewing petition staff, it starts interviewing design and investigation, collects related data, and prepares for the next stage's research.The second stage is substantial research. On the support of the first stage, by analyzing the collected data and judging the locked problem, the paper further confirms status and origin of petition staff's working pressure.After research, we can draw a conclusion as follows.First, petition staff faces five typical kinds of working pressure:the social responsibility pressure, the object investigation pressure, the departments' collaboration pressure, the legal support pressure, and the visits' entanglement pressure.Second, from the standpoint of petition system, petition staff's pressure mainly come from the obscure function of petition system, the multi-subjects, the defective procedure, and the obvious rule of man. Third, working pressure generate three kinds of negative impact: being busy in handling issues, which leads to low working efficiency; being exhausted, which leads to ill health; and being emotional, which leads to matters consequent on.Fourth, to diminish petition staff's working pressure, we should define the petition's function and alleviate pressure from social responsibility; cancel object investigation system and eliminate pressure from assessment and accountability; establish a whole petitioning framework and reduce pressure from departments'cooperation, enlarge legal support, and cancel pressure from no law to depend on; standardize working procedure and eradicate pressure from unreasonable conducts and demands; concern and bring up petition staff and strengthen their cohesion.After research, we know working pressure of petition staff and bring forward correspondingly disposing measures, so that petition staff can throw himself into work in better condition and petition work will be more efficient.Therefore, the presentation of petition staff's pressure, its origin and eliminating ways in theory is the key problem that this paper wants to work out; and measures to solve this problem is its place of fulfillment worth.
