In the process of deepening the reform of the government and building a service-or:iented government in an all-round way,optimizing the internal management system of government departments to improve operational performance is one of the key points.To realize the effective play of the functions of grass-roots tax authorities,it is indispensable for grass-roots tax cadres to pay.However,due to the long-term high-load work of grass-roots tax cadres,the resulting psychological pressure leads to their physical and mental exhaustion.Therefore,how to reduce the psychological pressure of grass-roots tax cadres and ensure that grass-roots tax cadres perform their duties under reasonable pressure has important practical significance for better promoting tax authorities to serve the society.Taking the grass-roots tax cadres of Tax Inspection Bureau of a city in Hubei Province as an example,this paper discusses the pressure of grass-roots tax cadres and puts forward countermeasures by using the methods of literature analysis,interview and questionnaire survey.The main conclusions are as follows:Firstly,the pressure sources of grass-roots tax cadres mainly include:work pressure,interpersonal pressure,economic pressure,family pressure and social pressure.According to the results of the survey data,most of the grass-roots tax cadres do not have strong ability in pressure adjustment,and the proportion of those with poor adjustment ability is as high as 41.67%.Secondly,the reasons for the psychological pressure of grass-roots tax cadres are as follows:)(1)personal reasons,including slow improvement of personal abilities,deviation of cognitive evaluation of individual stress,utilitarianism of individual value orientation,imperfection of individual social support system;(2)organizational reasons,including" more monks and less porridge" in promotion,"entanglement in daily work","uneven bitterness and happiness"in performance evaluation,and law enforcement risk.Such as treading on thin ice,team stability " facing challenges",income decline after subsidies reform;(3)environmental reasons,including economic and environmental reasons,social cognitive bias.In order to promote the efficient development of grass-roots tax system and alleviate the psychological pressure of grass-roots tax cadres,it is necessary to guide cadres to release their pressure from(1)the individual level,including actively adapting to the new normal situation,actively tempering their willpower,always maintaining self-confidence,consciously enhancing their resistance to pressure,and establishing harmonious family relations;(2)the organizational level,human nature management should be regulated and controlled to relieve pressure,so as to provide a package for them.Including the establishment of talent incentive mechanism so that grass-roots tax cadres have hope,increase psychological guidance mechanism so that grass-roots tax cadres can rely on,adhere to the care and assistance mechanism so that grass-roots tax cadres have warmth,consolidate the post rotation mechanism so that grass-roots tax cadres have a headway,innovative human resources allocation mechanism so that grass-roots tax cadres have a head.(3)Environment level:,Create an atmosphere to reduce the bxurden and pressure,including the support of government departments,the care of all sectors of society,improve taxpayers' compliance with tax laws,and enhance grassroots cadres' risk prevention and control.Ultimately,to achieve a reasonable release of psychological pressure on grass-roots tax cadres,and promote their physical and mental health and work performance.
