Researchon Public Security Managementof Non University Population

In recent years,with the development and deepening of the reform of the higher education in China,the trend of the education industrialization,logistic socialization,and campus openness is increasingly obvious.A large number of non-school personnel enter the colleges and universities and engaged in various activities.But the flowing and the gathering of such personnel in the school are easy to increase all types of emergencies,especially the possibility of security incidents,and the safety and property of teachers and students would be threatened,to affect the normal college teaching and the order of the scientific research.Therefore,Under the background of the college socialization and opening up of,facing with the influx of a large number of non-schoolpersonnel,colleges are facing a serious security working situation.How to ensure to provide the main body of the college,that is,the teachers and students,a relatively safe learning and working environment,has become a major issue in the study of security management in colleges and universities.However,there is less research on this academic field and it is difficult to guide practice.Therefore,the research of this paper is of great significance.This paper,which combined with the actual security management work in colleges and universities,taking non-school personnel as research objects,based on the previous academic research results,using the theory of floating population management,public governance theory and crisis management theory,selects a representative of a university in Shanghai X campus as a case empirical study,besides,analyzes the current situation and problems in the management of the personnel in the campus,and explores the reasons.At the end,under the experiences and Enlightenment of foreign colleges security management,this paper emphatically put forward to improve the security management work of the non-school personnel in Colleges and universities in the four aspectsof the establishment of college security management system and public security incident emergency response mechanism,the establishment and protection of the main status of public security management and the construction of campus safety culture,in order to maintain the campus order and protect the safety,security and property rights of teachers and students.
