Government puts semphasis on monopoly and power.Governmence stresses collaboration and multiple interests.Tt can help achieve the aim of the balance between freedom and order.non-governmental organization is one of the most important subject of multiple governance.The basic contents of this dissertation are divided into three parts.First,the limitations of spontaneous order and constructive order.Constructive order can not explain inevitable ignorance and bounded rationality.Spontaneous order has a structural weakness of prior norms and path dependence.Self-discipline order can integrate the advantages of spontaneous order and constructive order.It is based on spontaneous order and supplemented by necessary hierarchical authority.Second,the rule of non-governmental organization in self-discipline order.It can make up for the limitations of representative legislation,and support the legitimacy of the national legislation.It can achieve the interaction between state and society to safeguard the right and restrict the power.It can also cultivate citizen's character and ability,including promoting the formation of democratic life skills and rational self-discipline.It can remedy the limitation of the failure of state and market,by providing multiple public services and benefit-expressing channel.Eventually,the rule of law can come true.
