Research On Urban Community Governance Innovation Under Multiple Logics

Community governance is an important part of social governance and an important area of grassroots social governance innovation.With the development of market economy and the transformation of economic and social development,China's social governance problems tend to be more complicated.As the basic unit of social governance,the community is the gathering place of social contradictions and conflicts of interest.The original,state-led community governance system is difficult to balance the interests of diverse communities and cannot cope with complex community governance issues.Therefore,community governance innovation has become an inevitable choice for dealing with community governance problems in the new era.Therefore,the theoretical and practical circles have made some useful attempts,and a number of community governance innovations have emerged.Relevant institutions have carried out excellent case selection activities around the practice of social governance innovation and community governance innovation,such as the “Local Government Innovation Award”,"National Innovation Social Governance Typical Cases","China Community Governance Innovation Award",and so on.Through the selection of typical cases,the excellent practices of community governance innovation are extracted,and promote the development of community governance innovation.On the whole,community governance innovation involves the government,social organizations and community residents,and each actor participates in the motivation with his own interest position.While cooperating with community governance innovation,each actor also has its own behavior logic and motivation.The academic research on community governance innovation focuses on the main body,path,and mode of innovation,and the underlying logic analysis of innovation is insufficient.It is difficult to uncover the secrets of community governance innovation without understanding the behavioral logic of the various actors of community governance innovation.Therefore,based on the literature on community governance innovation,this study starts with the development of national policy and the practice of governance innovation,and expounds the historical changes of urban governance in China and the status quo of community governance innovation.Then,take Xinjie Community case as an example to explain community governance innovation,and use the multiple logic analysis framework to analyze the participation logic of governance innovation actors.Finally,promote some suggestions for promoting community governance innovation from deepening the reform of government management,improving the professional competence of social organizations,and enhancing the sense and ability of community residents' participation.In a word,government,social organizations and community residents are important actors of community governance innovation.They follow different behavioral logics in governance innovation actions and have different motivations for participation.On the government side,local governments,motivated by the governance tournament and the promotion mechanism of officials,tend to selectively implement the work arranged by the higher levels of government,and give priority to the work that the higher authorities pay more attention to,and make them as the key work and central work of the local government.Grassroots social governance innovation is one of the key tasks of current government at all levels.In order to consolidate legitimacy,strive for survival and develop resources,social organizations take measures to actively cooperate with the government,participate in community governance through government procurement services,and guide community governance innovation projects with their professional capabilities.Community residents are the direct beneficiaries of governance innovations.However,in China's community governance,residents' participation awareness and ability are insufficient,often only pay attention to governance results,but lack of attention and participation in the democratic governance process,and do not give full play to the initiative of community participation,which are not conducive to promoting the innovation of the community governance system.Therefore,it is necessary to carry out the institutional construction and connectivity of relevant actors from the perspective of holistic governance,to clarify the roles and positions of each actor in community governance,clarify the division of powers and responsibilities of governance actors,and integrate and collaborate under the framework of “interest-responsibility” analysis.
