The Study On The Operation Mechanism Of Community Foundations In China

The community foundation is a charitable foundation which the residents of a region set up to solve the problems of the region.As an exotic,community foundations show a completely different characteristic from the United States in terms of the source of funds,institutional sector settings,project operation and external relationship.According to the different impetus,the community foundations in China can be divided into two types.One type is driven by the external forces,such as the government or enterprises.The other one is endogenous to the community,generally established by the community residents or the people who are enthusiastic about public welfare.The community foundations showed different operation characteristics in their operations.There are a series of problems in the development of community foundations in China,such as the difficulty in financing,the lack of professional team,the administrative tendency and the low participation of community residents.The author will try to explain the reasons for these problems from the perspective of the contradiction between the internal logic of the community foundation and the external institutional environment.Finally providing reference for the further development of community foundations in China.In the first chapter,the concept of community foundation is defined.The author explains the historical origin of the community foundation,the development status and its role in community governance.In the second chapter,the author analyzes the operation mechanism of the exogenous community foundation and the endogenous community foundation,and summarizes the operation characteristics of them.In the third chapter,the author discusses the problems in the development of the community foundations from the following aspects: the source of funds,institutional settings,project operation and external relationship.And trys to explain the reasons for these problems from the perspective of the contradiction between the internal logic of the community foundation and the external institutional environment.In the last chapter,the author provides some countermeasures to improve the community foundation from the perspective of institutional environment,social cooperation and internal governance,referring the successful experience of American.The outstanding feature of this paper is regarding the community foundations as a form of innovative community governance.The community foundation provides a new perspective for the innovation of community governance.Community foundation is an important resource and organizational mechanism of community governance,which plays an important role in the construction of community assets,the promotion of community autonomy,and the promotion of community ecological construction.It is necessary to awaken the consciousness of civil autonomy.And the collaborative participation of government,community social organizations,community service centers and community residents is also important.And it is also necessary to enhance the internal governance of the community foundation.We should regard community foundation as the link,actively guide the participation of various forces in community governance,and promote cooperative governance.
