Research On Community Service From The Perspective Of Alienated Theory

As an innovative social management system,the content of community correction system in our country includes the education,supervision and help,among which the education is at the core,determining the effect of community correction.Community service as one of the correction projects of community correction education,focusing on the correction of personnel behavior.Through the community service,termers can correct their behavior abuse,improve social adaptability,to help them return to society successfully.Community service work has made significant achievements since 2003,but the grim reality we must face.Alienation as a philosophical concept,refers to the main activities of the dissidents,enslave their own external forces.In this paper,the property of community services as an analytical framework,through the community service work of the Y subdistrict in Shanghai to investigate.The study found that there are alienation in community service work,compulsory alienation of community service,compensatory alienation of community service,public welfare alienation of community service,and correction of community service.Community service work is a systematic project,covering all aspects.The macro aspects include the legal system of community service.The medium view includes the organizational mechanism of community service.Micro aspects include community service participants.Each link will have an impact on community service work,directly related to the implementation of community services.This paper finds that the ambiguity of community service law is the root cause of alienation of community service.At present,the criminal service attribute of our community service is fuzzy and the execution status of penalty is not clear.The law does not give criminal corrections to community corrections,resulting in a lack of coercion in the implementation of community service work.Second,the community correction agencies re-monitoring the performance of light education assessment mechanism,leading to the work of community correction workers focus deviated,resulting in community services monotonous.Finally,the socialization of social workers will also cause the phenomenon of community service alienation.The 18 th National Congress of the Communist Party of China calls for the accelerated implementation of the social management system of party committee leadership,government responsibility,social cooperation,public participation and the rule of law.China is in the transition from extensive management to fine governance of social governance,legal system is imperfect,social organization is relatively weak.Therefore,the improvement of our community service work must first improve the legal system of community services.The performance appraisal of the community correctional institutions should pay more attention to the development of individual ability of the corrective personnel,and pay attention to the individuality of the corrective personnel.At the same time,the government should also reform and improve the government procurement social work organization services,encourage and support social organizations to play a professional advantage.
