Study On The Governance Of Public Enterprises Abusing Market Dominant Position

As a business or an industry for the public to provide products,services,or use by the public,public enterprises are essential to the daily life of the people and the social and economic activities.The characteristics of natural monopoly provide convenience for the public enterprises to use the market dominant position to seek improper benefits,which seriously damages the legitimate rights and interests of consumers and the public interest.How to control the abuse of market dominance of public enterprises has become an important issue in front of all levels of government departments,especially industrial and commercial administrative departments.As the main department of anti-monopoly law enforcement,industrial and commercial administrative departments for the abuse of market dominance of public enterprises management responsibility,at this stage has also made some achievements.But there are some difficulties in the process of governance,such as the government supervision departments,the limited power of local protectionism brings resistance to law enforcement of public enterprises,the lack of sense of responsibility,communication and coordination between departments is not smooth,the lack of participation of social forces.Based on the perspective of industrial and commercial administration,this paper analyzes the causes of the problems in the process of governance from the perspective of governance theory.In order to establish the administrative department for Industry and commerce as the leading sector linkage,enterprise autonomy,self-discipline,social participation governance pattern as the goal,put forward to improve the public enterprises abuse of market dominant position,improve the regulation of anti monopoly law system mature law enforcement mechanism,establish a scientific and effective supervision system,build government led multi governance system countermeasures,with a view to the future of public enterprises abuse of market dominance management benefit work.
