Research On Civil Servants Professional Ethics Construction In Change Of Government Function

Along with our country reform and open policy's deepening and participate in the further deepening of the globalization process,all construction in the field of our society has undergone earth-shaking changes.In the current stage of the reform in all areas of China,a series of new contradictions and new problems have prompted our government to accelerate the transformation.Actively trying to shift from a traditional,managed government to a service-oriented government.The transformation of government functions mainly includes the profound changes of work and service concept,function,structure and system.However,the basic premise of this series of changes is the restriction and management of human beings.Civil servants represent the government image,serve the people and promote the transformation of government functions.Our country civil servants' professional ethics construction effect relates to the success or failure of government function transformation,and is related to the government's credibility has increased,more related to the administration to achieve the goals of the people.The research in this paper is divided into four parts:The first part,the introduction.Mainly discusses the research background,significance,summarized and combed propositions related research results at home and abroad,are used in the study of the method,the innovation of the research are pointed out.The second part is an overview of the transformation of government functions and the professional ethics construction of civil servants.This paper mainly discusses the transformation of government functions and the related theories of civil servants' work ethic,and clarifying the background and characteristics of the transformation of government functions.This paper expounds the connotation,features and functions of civil servants' work ethic.This paper analyzes the necessity of the transformation of government functions into the work ethic.The construction of civil servant professional ethics helps to perfect the supervision system of civil servants,is beneficial to promote the change of government functions,improve service levels,better play to the civil service demonstration effect,to further consolidate the social moral system.At the same time,the government function transformation and construction of civil servant professional ethics put forward the more strict requirements,such as diligence,administration according to law,the people of integrity and flipping do their duties,and so on.Third,the present situation and cause analysis of civil servants' work ethic construction.From the present situation of the professional morality construction of civil servants in our country,it can be found that the professional morality construction of civil servants has both achievements and certain problems.These problems caused by many reasons,the influence of interference mainly includes the negative effects of market economy,civil servants professional supervision mechanism is not perfect and professional moral education training system is not scientific and parts of civil servant own professional ethics value orientation deviation,and so on.In the fourth part,we will strengthen the way of professional ethics for civil servants.According to the problems and cause analysis of civil servants' work ethic,the author puts forward Suggestions for effective countermeasures.Research suggests that to solve the current problems of civil servant professional ethics construction,should actively practice the socialist core values,reshape the social moral environment,constantly optimize the civil service career supervision mechanism,further enhance the effectiveness of the civil servants professional ethics education and training.At the same time,the government should exert its own self-education ability to improve the effectiveness of civil servants' work ethic during the transition period.
