Good government image is important resource and intangible assets. It is the premise of theplaying government function effectively. Good government image is the foundation of socialstability and can reflect government legitimacy and authority. Good government image canpromote the economic development effectively and improve the moral level of the whole society.With the development of The Times, governments around the world are trying to build a goodimage, in order to expand the influence in the international and domestic area. Therefore, weshould attach great importance to the building of government image and take concrete measuresto shape it. This paper puts forward shaping the efficiency, integrity, responsibility, honestgovernment image from a moral perspective.Civil servants serve as staff of state administrative organs at different levels. Its duty is toperform the various function of government, converting the ruling concept of government andrelated policies to concrete administrative behavior, so as to realize the government managementof state affairs, maintain social public order and achieve the purpose of public interests,Government is not an abstract concept, but is made up of a specific civil service organizations.Good government image based on the individual image of civil servants and displayed by civilservants behavior.
