Research On The Professional Ethics Of Government Civil Servants And The Way Of Construction

Government civil servants are the main body of the government in public administration. The professional ethics of civil servants, relative to the general professional ethics, has its own connotation and characteristics. The construction of civil servants’professional ethics is not only related to the improvement of the quality of the civil service team, but also related to the image establish of the government, the performance of government functions and the improvement of government administrative performance. The construction of professional ethics of civil servants is the important content of government’s own administrative culture construction and internal management also is the key of "govern by law" and "govern by morality". The paper based on the existing research results in this field, deepening and expanding the construction of professional ethics of civil servants, especially according to the development of the situation, analyzed the problem of administrative nonfeasance.In recent years, diligent and honest government system have been improved, construction of civil servants’professional ethic shave made significant progress. However, because of the variation of the power concept, influence of the legacy of "official standard" and the absence of administrative supervision and incentive mechanism, there are still some problems in the professional ethics of civil servants. For example administrative nonfeasance, the rude service attitude and inefficiency of public authorities, cannot maintain close connections with the masses, breaking away from the reality, and four problems of work style include formalism, bureaucracy, hedonism and extravagance. The paper investigates those problems and analyzed the cause of those problems.On the basis of analyzing the cause of the problem, this paper puts forward the main measures for the construction of professional ethics of civil servants. In addition to improve the laws and institutional norms, also have to build administrative ethics, strengthen the sense of responsibility, establish the correct value, improve and make the full use of supervise of authorities, judicial office, the masses and public opinion, strengthen the work style construction of the department combine with "Three Strict and Three Steadies", produce the incentive mechanism about the combination of material incentives, spiritual incentives and political motivation. The government also can learn experience in construction of civil servants’professional ethics from other countries’. To establish a long-term mechanism build the government that using power, seeking interest and doing things for the people.
