The new revision of the Food Safety Law put forward the social co-governance principle in food safety.It is a new principle for food safety management work.The new principle can realize the transition of management model from the traditional top-down government regulation to the new multi-party management mode.The social co-governance principle in food safety is to arouse the enthusiasm of different social subjects and to keep the various subjects unity to achieve better effects of food safety governance.This new principle has great significance for people to achieve good governance in food safety field.Therefore,it is necessary to give full scientific guidance in theory and carry out beneficial exploration in practice.The development of the social co-governance principle derives from the governance theory in the western.The evolution process included the new public management,the new public service,multi-center and public governance theory.The whole process tries to break the boundaries of government and market and changes thinking.The process of evolution in our country is the transformation of the rule of law construction and the supervision mechanism.Finally,the social co-governance principle of food safety society was gradually established in practice.According to mechanism of food industry associations,social supervision of consumer organizations,prizes report system of food safety and information disclosure system of food safety,the analysis indicates that participant bodies of the social co-governance principle includes public power,private rights and social subjects.In this process,public power subjects is the guidance of the main body,social subjects plays a major role.The ultimate aim is to achieve the non-equal governance.The social co-governance principle of food safety is a basic principle.It guides the parties to far away from extreme mode and gradually build up co-governance model.We believe that public governance,social anomie and soft law have important value for food safety management.Public governance theory can solve the dual failure of government and market.The introduction of public governance theory into food safety governance can provide theoretical support for social co-governance principle.The theory of social anomie is the main cause of food safety problems.It is also necessary to explore the principle of social co-governance from the source of food safety.Soft law and social co-governance theories have the same functional and value orientation.Soft law can fully respond to the participation of multiple subjects and diversified behavior patterns of social co-governance principle in food safety.Thus,the soft law is important for the advancement of social co-governance and the realization of the goal of good governance in food safety.Establishing the theoretical basis of social co-governance principle in food safety can realize the transformation of the government supervision model.At the same time,it can ensure not only the dual integration of corporate and social responsibility but also the participatory democratic rights of social forces.Finally,the soft regulation mechanism of administrative supervision,the realization mechanism of corporate social responsibility and the multi-participation mechanism of social subjects are very meaningful.We can provide suggestions according to different participating subject and the specific system design in the new law.
